OverviewSocial Solutions International, Inc. **Citizens of Bosnia and Herzegovina are strongly encouraged to apply** Overview of the PositionSocial Solutions is seekingĀ a Chief of Party for the anticipated, USAID-funded, Monitoring, Evaluation, and Learning (MEL) Activity in Bosnia and Herzegovina (BiH). The USAID BiH MEL Activity is expected to support Mission MEL and collaborating, learning, and adapting (CLA) systems and capacities for accountability and adaptation across the Mission portfolio to maximize development impact. The BiH MEL Activity will be a five-year, $4-10M Task Order under the Balkans Regional Program Support Activity IDIQ.
The Chief of Party will provide overall leadership, technical direction, and oversight of day-to-day task order management. This position will be contingent upon award and is expected to be a full-time role based in Sarajevo, Bosnia and Herzegovina.
ResponsibilitiesWork with USAID/BiH leadership, program offices, and technical offices to ensure mutual understanding of expectations and needs and adapt to emergent changes in the operating context.Actively liaise with country and development partners, as well as effectively communicate with USAID and key stakeholders.Work with Social Solutions to oversee compliance and performance (financial, operational, technical, etc.) of the task order.Provide guidance and support to technical teams as well as substantial contributions across the range of MEL and CLA assigned tasks.Supervise national and international staff and consultants and maintain a culture of teamwork.Support the development and delivery of high-quality materials, reports, and presentations aimed at different audiences, including decision-makers.QualificationsA Master's degree, or a Bachelor's degree with three to five (3-5) additional years of experience, in business administration, public administration, statistics, international development, social sciences, or another relevant field.At least eight (8) years of progressive experience in designing, implementing, managing, and analyzing MEL-related tasks for development projects, including experience in both quantitative and qualitative evaluation/study designs and methods of data collection and analysis.At least five (5) years of experience successfully managing and leading teams on donor-funded international development programs; USAID experience strongly preferred.Strong understanding of USAID policy priorities and operational guidance related to the Program Cycle, MEL, and CLA preferred.Demonstrated ability to effectively interact with local professionals, international donors, host country government counterparts, and other implementing partners.Superb interpersonal, communication, presentation, and facilitation skills.Prior experience working and living in Bosnia and Herzegovina or the Balkans region preferred.Advanced professional proficiency in written and spoken English; additional proficiency in a local language preferred.Equal EmployerSocial Solutions International offers competitive salaries and comprehensive benefits.
