Experienced Professionals Job Description: Purpose Environmental regulation compliance – protect Shell's license to operate.Compliance with ISO 14001 standard (EMS).Compliance with requirements of third-party interferences in the field.Individual accountabilities Manage (identify, assess and control) regulatory compliance risks.Manage relationship with regulators.Drive simplification & efficiency in regulatory compliance and permitting.Manage (identify, assess and control) EMS compliance risks.Shared accountabilities In close cooperation with CR, protect company's reputation around compliance with regulation and with good industry practices.Key challenges Ensure compliance with requisites attached to regulatory permits, considering that it will depend on actions delivered by other parties in the organization, beyond direct control of the Regulatory Lead.Ensure compliance with EMS and drive continuous improvement, even when it will depend on recurrent actions delivered by other parties in the organization, beyond direct control of the Regulatory Lead.Responsibilities Scan regulation and identify changes applying to Shell Argentina.Ensure action parties understand the requisites attached to permits and deliver what is necessary to meet those stipulations (conditions). Assist and monitor general compliance.Compile and integrate multi-disciplinary deliverables for regulator. Produce reports for the authorities.Challenge and influence regulator about regulation, keeping a good relationship.Prepare for regulatory audits.Ensure environmental regulatory payments (taxes) are duly made.Supervise management of field interference (crossings) requests from third parties to Shell Argentina.Provide support and advice for field interferences (crossings) requested by Shell to third parties.Participate in industry forums, drive some initiatives in the basin, contribute to others.Keep records and documents as required by law and to protect Shell from future liabilities. Act as focal point of E&R share point.Perform advocacy as required to keep compliance simple and effective.Investigate, find, understand and communicate regulatory requirements for every field activity.Perform QA/QC of compliance with regulatory requirements and permit requisites.Ensure payments to regulators are duly made.Prepare federal state, and internal reports on regulatory compliance.Develop, improve and update systems and processes to ensure compliance with governmental regulations and other external standards or requirements.Review and lead investigations of incidents of non-compliance. Work to implement corrective actions and prevent recurrence.Develop the annual plan and budget for the regulatory compliance activities.Lead coordination across asset to comply with the EMS requirements. Propose improvements or adjustments to the EMS as needed.Provide managers and company leaders with advice on regulatory issues as required.Financial dimension Work activities associated with this role involve making decisions and addressing issues that can have multi-million-dollar cost implications to Shell.
The annual plan and budget include several service contracts that combined amount to around $500k.
Organizational dimension The Regulatory Lead is supported by the Permitting Coordinator and the Hydrology Supervisor. The natural team also includes part-time support from the S&S Administration and S&S the Analyst. Besides, the team gets support and advice from environmental, legal and technical service contractors.
The Regulatory Lead works closely with the Environmental Lead, both reporting to the Environmental and Regulatory Manager, within the Safety & Sustainability Team of Shell Argentina organization.
Capabilities Intimate knowledge and understanding of the regulatory framework applicable to the activities performed by Shell Argentina in the field.In-deep knowledge of the provincial government structure, the authorities, the role of each agency involved in Upstream activity and the processes that need to be followed.Skilled in managing and conducting the regulatory compliance processes on compliance with local requirements.Strong communication and influencing skills.Able to adequately engage and influence other parts of the organization to deliver the documentation, information and explanations necessary to stay compliant effectively and efficiently.Knowledge and understanding of the factory-model applied in Shales, as well as of the integrated execution planning process.Capable to manage documentation and communication in a structured way, minimizing risks of liabilities and inefficiencies.Knowledge and understanding of PCDA cycle, SPF and ISO 14001 standard.Degree in Environment, Law, Politics or similar.Position is located on Neuquen and requires minimum experience of 5 years performing activities related with compliance management into oil and gas industry.
