DESCRIPTION
As the Director of Benefits, Leaves, WC/DM and Workforce Flexibility , the incumbent has a critical role in administering, implementing, and managing a comprehensive suite of employee benefits, leave and remote/hybrid work environment policies to attract, retain, and support our workforce. Responsibilities encompass managing the competitiveness of these benefits and crafting processes that align with UC policies, legal requirements, and company culture while developing and ensuring productivity and consistency.
This role reports to the Chief Human Resources Officer and is responsible for administering benefits, leave of absence, workers' compensation claims, accommodations, and flexible work strategies for the majority of UC San Diego, which includes UC San Diego Health and Health Sciences (School of Medicine, the School of Pharmacy, the School of Public Health, Student Health Services and Graduate Medical Education). The Director leads multiple teams of specialists who perform the full spectrum of duties within their respective sub-departments, with the Director providing leadership to:
- Successfully support the Benefits Team which addresses health, welfare, retirement, and customer service issues to provide faculty, staff, and retirees with assistance and counseling on benefits programs, UCRP disability, unemployment insurance, flexible spending accounts, and all other matters pertaining to benefits.
- Provide quality counseling and administration of protected leaves of absence, including but not limited to FMLA, CFRA, Pregnancy Disability Leave, and Military Leave, including comprehensive leave of absence service for administration, counseling, return to work, and leave and timekeeping transactions.
- Provide quality counseling and administration of workers' compensation claims, incident reports, and case management including the development of statistical data required of applicable regulations including CAL-OSHA recordable and reportable injuries as well as facilitating accommodation needs and requests from employees due to occupational and non-occupational injuries, religious exemptions and as part of a return to work program.
- Shape and implement polices and practices that support a remote and hybrid work environment, including collaborating with cross-functional teams to create a seamless and efficient remote work experience and working with leaders to foster a culture of trust, and productivity in both remote and onsite settings.
- Curate and lead reward and recognition programs.
Key Responsibilities
- Provides strategic leadership of benefit programs, including consultation services, and program and policy development designed to promote best human resources practices.
- Ensures protected leave management adheres to state, federal, and regulatory agency requirements and ensures collective bargaining agreement provisions are applied consistently.
- Build effective plans to mitigate risk by analyzing HR Compliance, Leave, and Disability data trends. Ensures all reporting and audit requirements are fulfilled.
- Strategic planning, design, and development of an organization-wide system of enterprise risk management and internal controls.
- Ensures that all programs comply with applicable regulations and significantly contribute to the University's total rewards strategy while maintaining cost-effective and efficient delivery of services to all employees and annuitants.
- Oversees organization-wide communications and training concerning benefit programs.
- Works to achieve critical objectives in fulfillment of the University's strategic human resource goals.
- Regularly interacts with higher-level management, Faculty, and Regents, as well as with location and human resource leadership and other stakeholders throughout the UC system on related policies and programs.
- Maintains integrity of an organizational department through management and oversight of staff.
- Manage financial and human resources.
- Manages, plans, and administers a large or multiple-department unit.
- Other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor's degree in related area and eight or more years of relevant experience.
Thorough knowledge of benefit programs, current business and benefits trends, and organizational policies and procedures.
Thorough knowledge of FMLA, CFRA, PFL, PDL, Workers Comp, Military Leave, ERISA, HIPAA, and all applicable state and federal laws.
