Position Overview:

 

This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire Accounting Services Analyst C who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team-based work environment.

 

This position is responsible for the independent application of accounting and auditing concepts, principles, theory, and technical skills in accordance with generally accepted accounting principles (GAAP) in the Policy and Systems Section (P&S) of the Bureau of Financial Services (Bureau). These duties require knowledge of the rules and regulations of Florida statutes, and the Department of Financial Services (DFS), Florida Accounting Information Resource (FLAIR) system, and the Agency for Health Care Administration (AHCA) accounting procedures.

 

This position is responsible for administering the Purchasing Card (PCard) program for AHCA. The incumbent serves as the Agency's PCard Liaison with the fiscal and program offices, Bank of America and DFS. Develops and maintains current policies and procedures that abide by DFS established restrictions on the items that may be purchased, maintains appropriate internal controls against fraud, and ensures that the expenditures made under the Agency's PCard program comply with state laws.

Maintains and updates Works access. Completes monthly scoped compliance review of processed PCard transactions. Maintains and updates Program SharePoint Site.

 

As Administrator of Quality Assurance (QA) reviews within the Bureau, the incumbent coordinates, audits, and inspects financial records. Analyzes, develops, and maintains policies and procedures that implement controls to ensure financial transactions and records are adequately supported; in compliance with laws, rules, regulations, and accounting standards; and are properly authorized.

 

Conducts complex QA reviews of various accounting activities within the Bureau. Develops and prepares reports of audit findings and employee scorecards. Monitors, produces, compiles, and distributes periodic reports to supervisory staff that identify the causes and results of audit analyses. Assists with the evaluation of the quality and quantity of production of financial records within the Bureau.

 

As the STMS Administrator of the travel system, the incumbent serves as the Agency’s STMS liaison with the fiscal and program offices as well as the Department of Management Services (DMS). Responsible for user management, case management and knowledge management.

 

Develops and conducts training for the Bureau as well as fiscal and program offices related to proper financial management and internal and administrative controls.

 

Provides technical assistance and/or prepares analyses for AHCA personnel, the DFS Purchasing Card Section, and state or federal auditors.

 

Participates in year-end closing activities of certified forward and financial statements. This includes, but is not limited to, fund analyses and preparation of any corresponding work papers.

 

Performs related duties and responsibilities as required. This includes, but is not limited to: Processes variance invoices as well as health and life insurance premiums.

 

Processes the Agency’s payroll activity to submit for batch upload to the Agency’s departmental FLAIR. Maintains and updates Agency payroll in the SunFocus system.

 

Serves as back-up for monthly cash analyses of the Agency's various trust funds; reviews and analyzes the cash sources and the uses for various trust funds.

 

Serves as back-up for daily downloads; processes daily downloads; and produces daily trust fund cash reports.

 

Responsible for the monthly Depreciation/Closing Process.

 

Reviews draw request for contract and grant payments for the Disbursements System in the Bureau.

 

This position is not a remote or telework position; it will have to report to a Field Office or the Headquarters in Tallahassee.

MINIMUM QUALIFICATIONS REQUIREMENTS

Four (4) years of professional work experience using FLAIR or four (4) years of experience preparing State of Florida financial statements.

Four (4) years of professional work experience performing reconciliations.

Four (4) years of professional work experience using Microsoft Office applications (Word, Excel, PowerPoint, Outlook, and SharePoint).

 

Professional or non-professional accounting experience or any combination of this experience and up to 60 semester hours or 90 quarter hours of college education including two courses in accounting can substitute on a year-for-year basis for a Bachelor’s degree.
