Knowledge, Skills and Abilities (KSAs)

Applicants must have 18-months of specialized experience performing related to the duties as specified below. JOB TITLE: IOEM GRANT FINANCE SPECIALIST

INTRODUCTION : This position is assigned to the Grants Management Branch Finance Section, Idaho Office of Emergency Management (IOEM), functioning within the State of Idaho – Military Division. The primary purpose of this position is to administer and process a full range of grant finance and accounting duties and responsibilities associated with the administration and management of federal grant awards and subawards throughout the State of Idaho. This position also assists in the functional analysis of grant projects, and performs programmatic and administrative activities for all IOEM grants and pass-through grant funds to local units of government for grants and disaster assistance programs.

DUTIES AND RESPONSIBILITIES :

1. Provides direct support to the IOEM Finance Section Chief. Assists the Finance Section Chief with developing recommended program objectives and fiscal processes to prepare and execute subrecipient projects and budgets. Interprets federal rules, regulations and grant guidance and communicates to subrecipients and local government officials as appropriate. Develops and presents technical public presentations for all types and sizes of audiences. Reviews completed subrecipient and IOEM work for technical soundness, accuracy, appropriateness, and conformity to policies and requirements for overall achievement of program objectives. Develops expertise in Federal Grant Programs, through reading grants guidance, training, attending national conferences, networking with peers and providing technical assistance to subrecipients. Researches and monitors programmatic situations concerning the eligibility of subrecipient projects for acquisitions in accordance with grant guidance, federal and state policies. As directed, prepares budget and accounting adjustments for processing by the State Accounting Office. Reviews quarterly progress and fiscal reporting for completeness and accuracy. Gathers organizational budget data to prepare required reports and estimates.

2. Conducts subrecipient onsite and desk review monitoring. Schedules onsite and desk reviews to monitor subrecipients in accordance with policies, procedures and protocol utilizing the Subrecipient Monitoring Report. Conducts interviews with subrecipients to determine the status of monitoring objectives and the subrecipient’s level of compliance with federal rules and regulations, grant guidance, and terms and conditions of the grant subaward agreement. Tests sample transactions to evaluate internal controls and ensure completeness and accuracy in the accounting records for the expenditures of federal subaward funds. At the conclusion of monitoring activities, provides results of monitoring and any recommendations for corrective actions for noncompliance or resolution of negative monitoring results to the Finance Section Chief for review, and provides a timely final draft to subrecipients. Supports the programmatic monitoring efforts of the IOEM Area Field Officers (AFOs).

3. Provides support to IOEM Recovery Coordinator as directed. Performs work in support of the Recovery Coordinator as directed by the Finance Section Chief during all natural and man-caused emergency and disaster response and recovery operations in the State of Idaho. Participates in applicant briefs and assists in identifying and ensuring community needs are being met within the guidelines of state and federal laws and regulations. Provides technical assistance to local units of government in the preparation of documents and disaster workbooks that support requests for state and federal assistance. Reviews supporting documents of claims and ensures the accuracy, eligibility and completeness of the request for state and federal assistance. Reviews and processes disaster related requests, finalizes eligibility determinations and processes claim reimbursements with guidance and approval of the Recovery Coordinator. Ensures the timely submission of reimbursement claims to the State Accounting Office. Supports the Recovery Coordinator with administration and coordination of Fire Management Assistance Grant (FMAG) and Public Assistance (PA) Program activities with other federal, state, tribal and local arms of the recovery effort. Serves as a claims information resource to participating governmental entities in regard to eligibility requirements and policies and procedures for claim(s) reimbursement.

4. Administers and manages grant subawards in the Idaho Grants Management System (IDGMS). Provides technical assistance to local jurisdictions with grant project applications and building expenditures in the IDGMS system for AFO approval. Monitors subrecipient subaward funds for assurance that proposed actions will not exceed expense targets. Monitors outstanding obligations and prepares release of funds from obligations as appropriate when transactions are deemed invalid or project has been finalized. Ensures timely submission of accounting requests and budget adjustments to the Finance Section Chief for review and approval. Monitors transaction activity in the state accounting system to ensure complete and accurate processing of all accounting or budget adjustment requests. Accepts and reviews local grant programmatic progress report submissions. Provides technical assistance to AFOs and subrecipients on the functionality of the IDGMS. Provides training to all users of the IDGMS. Ensures knowledge of basic and enhanced functionality of this system to promote efficiency in the management and administration of grants. Collaborates with AFOs statewide to promote and ensure subrecipient program performance compliance.

5. Provides technical assistance to jurisdictions as requested. Identifies jurisdictional training needs in the areas of interpreting regulations, rules and policies; development of grant applications; functionality and processing in IDGMS; feasibility of projects; internal control systems; and identification and collection of allowable cash and in-kind match. Provides support and technical assistance to county clerks for required federal reporting and single audit purposes.

6. Attends job-related training as required. Attends training and participates in exercises as identified in federal grant guidance and/or by the IOEM Training and Exercise Program and IOEM Senior Management. Maintains and enhances job related knowledge, skills and abilities through continued training required for the position, and as directed by the Finance Section Chief. Training includes online courses, classroom days, workshops and conferences that may require overnight travel.

7. May participate in the IOEM Emergency Management Accreditation Program (EMAP) team. On a voluntary basis, attends training and performs duties as the on-call IOEM HAZMAT Duty Officer several times per year, on a 24/7 weekly basis, in accordance with established rotation schedule. Facilitates emergency conference calls with Local Incident Commanders, and other supporting agencies. Upon request, coordinates federal resources, and coordinates and approves state resources available to assist in the response. Ensures the Idaho Hazardous Materials/Weapons of Mass Destruction (WMD) Incident Command and Response Support Plan is properly executed.

8. Performs other related duties and projects as necessary or assigned. Deploys as directed to a designated Emergency Operations Center at a local, state, or federal level during federally declared disasters. Upon activation of the Idaho State Emergency Operations Center (IDEOC), performs duties as directed by the IOEM Director. During activation of the IOEM’s Continuity of Operations (COOP) Plan, may perform as member of Advance Echelon party (ADVON) and/or other supporting COOP role as required.


SUPERVISORY CONTROLS
: Works under the general supervision of IOEM Finance Section Chief. The supervisor provides general guidance, sets priorities and provides direction on unusual or one-of-a kind transactions that are precedent setting or not clearly defined. Incumbent independently plans and carries out work. Incumbent is fully responsible for the timeliness, accuracy and procedural adequacy of forms and documents. Completed work is evaluated for accuracy, adequacy, effectiveness and overall attainment of objectives. Work is carried out using applicable regulations, policies and procedures for guidance.

PERSONAL WORK CONTACTS : The incumbent has daily contact with IOEM management and staff, as well as local government emergency management coordinators. There is occasional contact with other state agencies, individuals or officials from city, county, state and federal agencies to include Federal Emergency Management Agency (FEMA). Contacts with groups outside of IEOM may be in a structured or unstructured setting and may include city and county elected officials and representatives of professional organizations.

WORK CONDITIONS / PHYSICAL EFFORT: The majority of work is performed in a professionally configured office environment. Work may require travel and outdoor exposure in all types of climatic conditions. Work activities may require long work hours, and occasional lifting of moderately heavy items such as equipment or supplies up to 50 pounds. Inherent to the Idaho Emergency Operations Center (IDEOC) work environment involving emergencies and disasters, including terrorism, the incumbent will work extended hours in a highly charged environment, dealing with life safety issues in compressed timeframes, and with conflicting supporting information creating stressful work conditions. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations and policies and serves as a role model for the Whistleblower Protection Program, EEO, security and workplace safety practices, policies and regulations at all times.
