GENERAL DESCRIPTION: Per W.S. 9-2-3004(b) The administrator of the school facilities division shall function as secretary to the school facilities commission and the department shall administratively implement the commission's rules. The School Facilities Division Administrator will manage, direct, and supervise the School Facilities Division staff in providing adequate, efficient, and cost-effective educational facilities in the K-12 public education system. In coordination with the SCD director, the Division Administrator communicates and counsels with the seven-member School Facilities Commission and Select Committee on School Facilities oversees the project management team, and approves cost estimates, budgets, and schedules for 48 districts for school construction and major maintenance. The Division Administrator is responsible for ensuring all projects meet the statutes, rules, regulations, policies, and methodologies of the School Facilities Division.

- Work closely with the State Construction Department Director, the Governor's office, and other legislative representatives implementing political directives and assisting the formulations of state statutes, rules, regulations, policies, methodologies, and procedures as they relate to K-12 school building, construction, and maintenance.
- Provide leadership and supervision to the SFD staff that serves 48 school districts.
- Provide oversight for all state-funded projects through planning, design, construction, and closeout.
- Provide leadership and supervision to professional, technical, district, and related program staff.
- Responsible for ensuring K-12 major maintenance and construction remains within the budgeted amount and activities meet legal requirements and legislative intent.
- Negotiate project agreements, and contractual dispute resolution, and administer projects in collaboration with school districts.
- Prioritize statewide K-12 facility needs and develop budget and funding recommendations for school-building remedies.
- Administer major maintenance payments in cooperation with the School Facilities.
- Process and review construction and professional service contracts.
- Review and approve project notice to proceed and notice award to continue through the design and construction stages.
- Ensure projects are within budget and work with the project team to find value engineering options, revise the design, or additional funding to keep projects moving forward.
- Provide written and oral presentations to the School Facilities Commission and the Select Committee on School Facilities Division regarding future and current design and construction projects, studies, and reports.
- Special assignments as directed by the Director, Select Committee on School Facilities, or Commission such as stakeholder meetings, research, and development of new ideas, initiating studies, or reaching out to other department stakeholders.
Qualifications
PREFERENCES:
Bachelor’s Degree or 10 years of professional experience.
Minimum of 5 years of management experience.
Previous experience in project management, administration, and working with or for a Board or Commission.
Preference will be given to candidates who have previous experience in the following areas: architecture, construction management, engineering, business management, public administration, political science, or educational administration.
KNOWLEDGE:
- Knowledge of the K-12 public education system, state government, including legislation and administrative process, and the guiding principles and concepts underlying these processes.
- Experience in policy-making, decision-making, and direction of work activities.
- Working with legal statutes, rules, and regulations.
- Knowledge of the Wyoming legislative process.
- Wyoming State budgeting process.
- Personnel management abilities.
- Skill in conflict resolution and problem-solving.
- Ability to establish and maintain effective working relationships with diverse stakeholders.
- Skilled in establishing policies/rules and procedures, scheduling, written and oral communications, and public speaking.
- Experience in developing positive relations with government entities, affected industries, and their representatives.
- Developing and managing budgets.
