The Public Employees Retirement System is recruiting for one (1) Business Operations Manager 2 (Deferred Compensation Plan Program Manager) position within the Operations Division, Oregon Savings Growth Plan.


This is a full-time, permanent position.


This position is a 100% in-office position located in the Salem PERS Office in Salem, Oregon.


This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.


This position is a management services supervisory position and is not represented by a union or collective bargaining agreement.


We serve the people of Oregon by administering public employee benefit trusts to pay the right person, the right benefit, at the right time.


Operations Division (OD)


The Operations Division is responsible for paying the right person, the right benefit, at the right time. It is responsible for providing accurate information and timely service to PERS members, including comprehensive retirement information and assistance. The Operations Division interacts, advises, educates, and provides timely assistance to PERS employers ensuring compliance to state and agency policies and procedures. Employer support includes reporting assistance, data transferring, and general customer service. The depth of support provided by Operations includes intake, validation of contribution data, processing of benefit applications, forms, benefit estimates, purchases, determining eligibility for withdrawal, processing disability applications, pre/post death benefits, calculations, divorce, and death benefits under PERS, OPSRP, and IAP retirement programs.


Oregon Savings and Growth Plan (OSGP)


The Operations Division also administers the Oregon Savings and Growth Plan (OSGP), a deferred compensation 457(b) program for state and local government employees of over 35,000 participants. OSGP works with an advisory committee and a third-party administrator to help carry out the mission of the plan.


Deferred Compensation Plan Program Manager (BOM2)


The Deferred Compensation Plan Program Manager will administer the State of Oregon’s 457(b) deferred compensation plan for all state employees and employees of local government that choose to participate. This position is directly responsible for the daily management of customer services, financial transaction processes, and contractual oversight of the recordkeeping services provided by a third party. This position develops and manages tactical plans, communication strategies, program goals, and operational procedures that are in overall alignment with the PERS Strategic Plan.

MINIMUM QUALIFICATIONS


Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor’s degree in a related field.

Preference may be given to candidates with current or previous pension system or retirement plan experience.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
