Title: Associate Director, Community Health & Resident Services

Agency Summary The Unity Council is a non-profit Social Equity Development Corporation with a 60-year history in the Fruitvale neighborhood of Oakland. Our mission is to promote social equity and improve quality of life by building vibrant communities where everyone can work, learn, and thrive.
Our programs aim to provide the community with the tools, knowledge, and resources to transform their lives and ultimately achieve their long-term educational, career, and financial goals. These holistic programs and services reach more than 11,000 individuals and families annually in five languages. Programs include: early childhood education, youth mentorship and leadership development, employment services, career readiness training, housing and financial stability, senior citizen services, affordable housing and neighborhood development, and arts and cultural events. Our work expands beyond the Fruitvale district and now reaches across Oakland and into Concord. The Unity Council employs a diverse workforce of more than 340 people who reflect the linguistic, cultural, and ethnic identity of the communities we serve.
Department Summary The Community Programs department offers a comprehensive suite of integrated services aimed at eliminating barriers to attain and sustain equitable health, social, educational, housing, and economic outcomes. We serve youth, adults, and seniors through services that include: 1) school-based achievement and mentoring in middle and high schools and youth workforce development; 2) food security, housing access, and financial capability; and 3) services dedicated to enhancing the well-being of low-income residents and seniors. We deliver culturally rooted, multi-lingual services, providing vital support to residents in Oakland and throughout Alameda County.
Position Summary The Associate Director of Community Health and Resident Services will oversee programs and initiatives aimed at enhancing quality of life outcomes by addressing the social determinants of health. Currently, services include resident services, food security, housing access, and financial capability. This is a senior leadership position, with the opportunity to participate in the development of the vision, goals and strategies of the department and the organization. Responsibilities include program design, contract and budget management, supervision of managers/coordinators, and active participation in data analysis and sharing of best practices. The ideal candidate will have experience in social work, behavioral health, resident services, affordable housing, or community public health programs, leading teams and building partnerships, and will demonstrate understanding of health and social equity frameworks.
Responsibilities - Lead the design, planning and evaluation of programs to improve health and social equity outcomes for individuals and families, focusing on low-income residents, people of color and immigrants.
- Manage a comprehensive portfolio encompassing resident services, food security, housing access, and financial capability programs.
- Join organizational leadership in setting strategy, vision and responding to emerging needs, working closely with other departments and programs.
- Oversee contract deliverables, manage budgets, and participate in grant writing efforts to ensure effective program implementation and sustainability.
- Provide effective supervision to 4-5 direct reports, ensuring service quality and fostering a team-oriented and supportive workplace environment.
- Oversee data collection and analysis for community health and resident services to demonstrate impact, identify gaps, and submit timely reports; share outcomes and best practices with partners, community, and funders.
- Collaborate with residents, property management and community partners to lead the development and implementation of resident service programs and policies across both new and existing TUC properties, including active participation in the design of supportive services.
- Contribute to the development of program tools such as curricula, coaching materials, data tracking systems to support program effectiveness.
- Establish and maintain relationships with partner agencies, stakeholders and internal colleagues, leveraging partnerships to enhance services and resources available to clients.
- Participate in local and regional initiatives and advocacy aimed at improving the quality of life and outcomes for underrepresented communities, including Black, immigrant, women and LGBTQ+.
- Advocate for increased awareness of structural inequities and social justice issues affecting communities served.
- Lead assigned community engagement initiatives that advance The Unity Council’s mission and goals.
- Collaborate closely with other departments and service areas to uphold the service integration model.
- Participate proactively and consistently in all required leadership meetings and supervision sessions.
Qualifications (all are required unless otherwise noted) - Five years of managerial experience or higher, supervising staff in behavioral health, social services, resident services, affordable housing, community public health programs, or a related field.
- Bachelor’s degree in social work, human services, public health, or related field.
- Experience working in an affordable housing setting is preferred.
- Experience working with diverse communities including families, seniors, people of color, immigrants and underserved communities; demonstrated knowledge of social equity and racial justice strategies, and alignment with the organization’s mission, values, and commitment to social equity.
- Proficiency in navigating community resources available to low-income seniors, individuals, and families within Alameda and Contra Costa Counties.
- Demonstrated capacity to foster collaboration across teams, promoting a cohesive work environment through team-oriented strategies.
- Ability to be a self-starter assuming responsibility for achieving outcomes and balancing competing priorities.
- Ability to train, support and hold staff accountable to maintain high quality, impactful services.
- Excellent written and verbal communication, and strong presentation skills.
- Experience producing reports and monitoring contracts and budgets.
Essential Functions - Advanced computer skills with strong MS Office (Word, Excel, PowerPoint) and social media skills.
- Regularly required to operate standard office equipment (personal computer, photocopier, fax, etc.).
- Regularly required to sit for long periods of time, and occasionally stand and walk.
- Regularly required to use hands to operate computer and other office equipment.
