Summary The Facilities Systems Supervisoris responsible for planning, installation, modifications, and operation of enterprise-wide electronic buildings security systems, building management systems, asset management and work order systems, and other specialized IT tasks and systems involved in operation, maintenance and security of all County buildings. This position works with a wide range of County departments, staff, and vendors, and is responsible for managing all projects relating to Facilities software and hardware, supervising the maintenance of facilities electronic systems and ensuring accuracy of system information and reports.
Requires completing required documentation granting permission for the County of Chester to obtain a 3 year Motor Vehicle Record (MVR).
This position requires 24/7 on call for emergencies.
Essential Duties - Research, recommend and implement technology solutions for buildings management and security systems.
- Determine requirements for new and/or improving current buildings electronic systems.
- Carry out procurement process, including preparing Request for Proposals (RFP), etc. with appropriate details and requirements.
- Establish requirements, budgets, ordering and managing of facilities-related hardware and software.
- Project manage the acquisition, installation and integration of new buildings electronics systems programs and hardware.
- Supervise the maintenance of the buildings electronic systems software and hardware programs; evaluate and ensure accuracy of software and hardware configurations.
- Troubleshoot security hardware malfunctions and coordinate all efforts with Security vendor to resolve issues.
- Provide oversight and backup to the Facilities Systems Assistant, as needed.
- Perform other duties, tasks and special projects, as assigned
Qualifications/Preferred Skills, Knowledge & Experience Qualifications / Requirements: • Bachelor's degree from an accredited college or university in Computer Science, or equivalent experience and training.
• Experience in Project Management
• Coursework or equivalent experience in Business Management.
• Certification or equivalent experience in Computer Technology or Security Systems.
• Two to three years of Computer Technician work experience.
• Ability to handle and resolve recurring problems.
• Intermediate computer knowledge and skills.
• Strong knowledge of personal computer functions, hardware and software.
• Knowledge of general troubleshooting techniques.
• Ability to solve problems quickly and completely.
• Advanced skill to use a personal computer and various software packages.
• Ability to learn software programs and use software, such as security access control, asset management and construction project management software.
• Ability to learn software programs and use software, such as Pro Watch, Panasonic/Fusion, Patrol Scan, Maximo and Parking tracking software.
• Excellent verbal and written communication skills (clear and accurate).

Preferred Skills, Knowledge & Experience: • At least 5 years experience in related systems, practice areas and project management.
• Experience with procurement and contracting procedures, and contractor management .
• Advanced skills in enterprise electronic security, assess management, project management and/or building management systems, and MS Outlook skills.
