Shurm Homes, Inc. seeks a Purchasing and Estimating Manager that will develop and implement policies and procedures within the Purchasing and Estimating Department using IHMS/Mark Systems software to manage PO/VPO system, select and manage subcontractors and vendors, review and negotiate subcontractor and vendor contracts and pricing, review accuracy of architectural plans, architectural plan take-offs and pricing, value engineer plans, manage rebates, maintain scopes of work, keep accurate and updated sub-agreements, create and maintain budgets for master plans, and maintain construction schedules to determine cycle time.

Essential Duties and Responsibilities:
- Manage PO/VPO system.
- Assist with design and review of new architectural master plans and value engineer.
- Bid, evaluate, vet, negotiate, and award work to subcontractors and vendors.
- Maintain and review subcontractor agreements and scopes of work for accuracy and compliance
- Complete take-off calculations for parts and pieces needed to build a home and enter in IHMS.
- Train staff in construction techniques and material take-off procedures.
- Oversee all purchasing activities including cost forecasts while working closely with sales and production.
- Maintain and enter all aspects of data for purchasing in IHMS/Mark Systems or similar including projects, jobs, material, pricing, budgets, schedules, etc.
- Monitor products and replace discontinued items working with design, while managing rebate programs.
- Maintain accurate budgets within predetermined variance and provide quarterly reports for production department.
- Assist project managers with architectural plan clarification, building code requirements, etc.
- Counsel non-performing trade partners, track performance and document warranty items.
- Replace trades as needed and maintain trade partner back-ups.
- Enter, adjust, and monitor construction schedules to determine and improve cycle time working closely with production department.
- Research new products and construction standards working closely with sales, design, and production.
- All other assigned duties as needed.
- Must have strong initiative, be a quick learner, and be able to multi-task.

- Customer service oriented - must be patient, professional and courteous.
- Great organizational and time management skills with strong verbal and written skills.
Supervisory Responsibilities:
Directly supervises one or more employees in the Purchasing and Estimating Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education Experience:
- Bachelor's degree in construction management or related field.
- Minimum four years of experience in residential construction drafting, estimating, production, etc.
- Knowledge of IHMS/Mark Systems or similar software.
