Job Description

The Adult Basic Education (ABE) program offers four different services to our community, including the English language learner program, high school equivalency preparation, literacy, and college and career transition services. TMCC is able to offer Adult Basic Education classes at no charge with federal grant funds administered through the Nevada Department of Education, Office of Career, Technical and Adult Education. We are a proud partner of The American Job Center of Nevada.

The Adult Basic Education (ABE) Program Director is responsible for providing coordination, administration, oversight and leadership in advancing the Adult Basic Education (ABE), English Language Learning (ELL), and High School Equivalency (HSE) programs covering the Washoe County service area. The program director will write grants, ensure the implementation of all grant requirements, conduct grant management activities such as program planning and scheduling, budget preparation and management, oversee payroll administration, work towards continuous improvement, provide ongoing program assessment, lead recruitment efforts, establish and maintain policies, prepare reports and represent the program within the College and community. This is a grant funded position.

Minimum Qualifications

1. Bachelor’s degree in adult education, educational administration, business or related field required.

2. A combination of four (4) years of progressively responsible experience in program management, grant management, education/training, marketing, sales, or business management required.

3. Grant writing and management experience required.

4. Supervisory experience for multiple staff members required.

Preferred Qualifications

1. Master’s degree in education, educational administration, business or related field

2. Experience managing a WIOA Title II Program or a similar program

Major Responsibilities:

Program Management
1. Oversee the functioning and productivity of the entire department, assess the overall performance of each unit and how it contributes to the goals and objectives of the department, serve as backup for all department functions as needed.
2. Develop strategic plans, guidelines and policies that are in alignment with the College and grant’s guiding principles.
3. Prepare and conduct formal and informal needs assessment and analysis of the department, courses and events.
4. Create annual plan of courses to meet student and community needs in alignment with the goals of the grant.
5. Supervise and evaluate direct reports and ensure office coverage during all normal business hours. Promote a positive work culture to enhance productivity and foster a sense of community with the team.
6. Facilitate departmental training policies and procedures, team building and professional development. Facilitate monthly team meetings to ensure all staff are up to date on department and institutional news, grant information and changes.
7. Develop and implement marketing plans, promote program services, create promotional materials and participate in community events to increase community awareness of ABE.
8. Participate in statewide ABE meetings, TMCC meetings and events, and community groups, representing the TMCC ABE program.
9. Manage and resolve non-routine instructor and student issues and concerns.
10. Create, submit and present an annual final narrative report to Dean of Business and Social Sciences. Narrative includes new fiscal year goals or grant initiatives.

Grant Management
1. Develop and submit grant proposals, updates, reports and financial narratives.
2. Set and negotiate performance targets and ensure program meets set targets.
3. Develop, revise, and submit budgets and budget reports, ensure all financial transactions are in accordance with grant regulations, spend down all allocated funds, ensure proper and timely payments for all services and goods, including personnel payments.
4. Create and maintain partnerships at the College, in the community, and in the ABE field.
5. Ensure program complies with all grant requirements, review and approve time and effort reports, conduct co-enrollment tracking, and adhere to AJC one-stop delivery requirements.
6. Participate in meetings required by granting agency.
7. Prepare monitoring reports and plan for and conduct monitoring visits as requested.


Student Support
1. Assist with all aspects of student intake from providing information to helping with enrollment.
2. Identify additional grants or opportunities that might benefit program students.
3. Manage, monitor and evaluate the client relationship management system (CRM) and lead related processes and procedures.
4. Meet with students as needed.

Data Management
1. Oversee the LACES database. Review and ensure accuracy and integrity of data including the development of guidelines, training, reporting and maintenance.
2. Create shells for courses and workshops.
3. Create staff profiles and assign access levels as appropriate. Train staff on use of LACES.
4. Disseminate information and updates as needed.

Salary and Benefits Information:

Salary: $79,214 - $99,018 initial salary placement will be dependent on education level and years of experience.
