RSCH ADM 2 CX (Budget Analyst) Department Description
Department Purpose BFTV is a large administrative cluster providing administrative and technical support for teaching, research and outreach to the faculty, staff, and students of Biological and Agricultural Engineering, Food Science and Technology, and Viticulture & Enology within the two colleges of Agricultural & Environmental Sciences and Engineering. These departments and the Cluster have a combined estimated annual operating budget of $70MM, composed of state funds, extramural funds, endowments, gifts, and sales income. The Cluster supports 60 faculty, 140 other academic titles, 220 staff, and approximately 650 combined undergraduate and graduate students annually. The Cluster also support facilities throughout the state of California, including labs in Dublin, Byron, Oakville, and many buildings and agricultural lands on the Davis Campus.
Job Summary Under general supervision, provide administration and analysis for contract and grant pre and post awards in the BFTV Cluster, serving the Departments of Biological & Agricultural Engineering, Food Science & Technology, and Viticulture & Enology within the college of Agricultural & Environmental Sciences. Works in an independent capacity with complex proposals and funding sources, and serves as compliance officer and resource advisor to the faculty for proposal submissions. Responsible for the pre-award management of grants and contracts. Provides effort reporting and analytical financial reports for large, complex academic departments with a variety of state, private, and federal projects. Gathers, manages, and analyzes financial data from a variety of revenue streams, including state and federal grants, private grants, gifts, and other funding sources. Responsible for budget preparation, review, analysis, effort reporting, compliance, and forecasting of extramural budgets.

QUALIFICATIONS Required: Minimum Education/Experience
- Experience in financial analysis, forecasting, budgeting, and strategic planning to analyze quantitative aspects of fiscal and budgetary issues and with compiling financial data and reports.
- Experience in federal, state, and private grant budget preparation based on narrative methodological research plans and designs, analysis, and forecasting to control complex budgets as well as with financial reporting policies.
- Experience with decision making to solve problems and evaluate business needs and critical thinking and problem-solving skills to analyze complex data and develop meaningful solutions to specific problems.
Minimum Knowledge, Skills, and Abilities (KSA)
- Interpersonal communication skills (written and oral) to effectively communicate and interact with a diverse population, including those within Dean's Offices, campus departments, and with Principal Investigators, CAO, staff, and students to ensure compliance with UCD policy and procedures and to provide information and to resolve problems.
- Organizational skills to work with changing priorities and demanding workload to manage and monitor multiple accounts simultaneously and to meet multiple and variable priorities and deadlines.
Preferred: Preferred Education/Experience - Experience with coordination and completion of complex projects requiring interactions with many internal parties in a large organizational structure.
- Experience with budget preparation based on narrative methodological research plans and designs, analysis, and forecasting as well as experience with cost allocation methodology.
- Experience with UC Davis campus financial applications. Preferred Knowledge, Skills, and Abilities (KSA)
- Knowledge and understanding of UC-wide and UC Davis policies and procedures surrounding purchasing, payroll, graduate student hiring and salaries/steps, and accounting.
