Departmental Overview

The Terner Center formulates bold strategies to house families from all walks of life in vibrant, sustainable, and affordable homes and communities. Established in 2015, the Terner Center has quickly become a leading voice in identifying, developing, and advancing innovative public and private sector solutions to achieve broader housing affordability for American communities. The Terner Center is named after Don Terner, a housing pioneer whose ambitious, 'no limits' spirit lives on in the ethos and approach to our work.

The Terner Center is focused on identifying ambitious, yet pragmatic solutions to today's most pressing housing challenges, supported by rigorous, action-oriented research. Our success is measured in part by the extent to which our ideas, research, and solutions influence dialogue, decision-making, and practice among policymakers and private sector leaders.

With a focus on high-cost regions and solutions that can help address their unique challenges, the Terner Center pursues ideas that can help expand the supply of housing and lower the cost of production; increase access to homes and opportunity-rich communities for people across the income spectrum; align housing and climate change priorities; and improve the outcomes of major housing policies and programs through rigorous impact assessment.

Terner Center seeks an ambitious, thoughtful Research Director to contribute to its efforts to produce timely, evidence-driven and policy-relevant research. The Research Director will serve as a member of the Terner Center's leadership team, working closely with the Center's Managing Director, Faculty Research Advisor, Policy Director and Associate Director to develop and carry out the Center's research agenda, including: identifying new research and funding opportunities, developing data-driven and robust research designs, overseeing the publication and dissemination of research reports, and managing and supporting members of the Research Team The Research Director will collaborate with senior staff to generate funding for research projects, and assist with developing grant proposals and other development efforts. The position will also lead and manage external research partnerships, including working with senior staff to establish new research collaborations, as well as represent Terner Center to the media and at conferences. The Director will work with members of the Research Team to ensure the quality of data collection, data analysis, and report production processes. The Center seeks candidates whose experience has prepared them to contribute to our commitment to diversity and inclusion, both in our internal management practices as well as in shaping the direction of our research agenda.

Responsibilities

Essential Functions:

• Monitors strategic direction of program, impacting all participating research groups with respect to funding new areas of research and ongoing oversight of projects to ensure achievement of mission.
• Directs long-term planning and develops policies and procedures.
• Identifies and cultivates prospective new research partnerships and funding sources.
• Makes recommendations and implements decisions on issues (operational and budget processes, staff FTE, finance, human resources and/or space planning) that have program-wide impact.
• Represents the organization in working with funding agencies, developing financial resources and programs.
• Represents the program to governing boards, outside agencies, and the public. Develops and maintains liaisons with external advisory board and fellows.
• Develops, implements and adheres to policies regarding intellectual property in addition to negotiating and managing IP agreements and contracts of highly significant impact.
• Interfaces with press and other media to promote programs.
• Collaborates with researchers on developing research programs and agendas and oversees program implementation.
• Presents research at seminars, events, conferences and other public-facing venues..
• Oversees ongoing collaboration between external and internal organization resources to deliver specific products or outcomes.
• Defines and implements a publications program of substantial scope and complexity.

Required Qualifications

• Academic background and recognized expertise on housing, land use, and/or urban issues.
• Expert oral and written communication skills.
• Management experience in academic and / or government agencies.
• Ability to manage collaborations between academia, industrial and / or governmental agencies.
• Demonstrated expertise with program building within a leading academic institution and administrative, budgetary, human resources and financial principles and practices.
• Strong organizational, analytical, and project management abilities.
• Experience managing junior staff and working as part of a fast-paced, dynamic team.
• Expert ability to work with a dynamic and diverse group of faculty, staff and students.
• Experience in academic administration and/or fundraising.
• Demonstrated ability to develop and implement innovative programs or research agenda.
• Demonstrated cutting-edge research capabilities.
• Ability to work collaboratively and communicate effectively with an interdisciplinary team.
• Expert interpersonal skills and ability to work with diverse groups to achieve results.
• Ability to manage multiple simultaneous projects and deadlines.
• Bachelor's degree in related area and / or equivalent experience / training.
• Advanced degree in a related field (e.g., Planning, Public Policy/Administration, Urban Economics, Law).
• Min. 5 years of relevant experience working in urban policy, affordable housing, land use, or real estate, such as research experience in academia, government, or a public policy or research organization.
• Supervisory experience

Preferred Qualifications

• Experience working with data sources such as the Census/ACS, PUMS, and/or HMDA.
• Experience with manipulating and analyzing datasets with SAS, STATA, or R, as well as a working knowledge of GIS is expected.
• Knowledge of federal, state, and municipal housing programs or land use regulations is strongly preferred.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.






The budgeted salary or hourly range that the University reasonably expects to pay for this position is $175,150 - 209,900.
