PUBLIC WORKS DEPARTMENTThe Department of Public Works is made up of separate divisions who work together as a team to make the County of Spartanburg safe and clean for those residing and visiting our county. This includes work to plan, design, and construct safe and lasting infrastructure.
POSITION SUMMARYThis newly created position is responsible for performing professional work associated with the prioritization, planning, budgeting, design, permitting, and construction of improvements to the county’s roadway infrastructure network (over 1,730 centerline miles of paved roadways, 156 bridges, and associated stormwater network). The position also directly supervises a team of professional-level staff members whose project/work examples generally include asphalt resurfacing, pavement preservation, roadway widening, intersection improvements, bridge replacements, stormwater drainage improvements, and right-of-way acquisition.
Reports to: Director of Public Works
RESPONSIBILITIES- Directly involved in the long-term planning, prioritization, and budgeting of various county infrastructure projects;
- Provides direct supervision of professional staff members who either perform or select/manage consultants who perform the engineering, design, and specifications for county projects;
- Reviews construction plans for completeness, accuracy, and compliance with local, state, and federal regulations;
- Prepare bid packages for county infrastructure improvement contracts;
- Responsible for reviewing/evaluating bids, awarding contracts, and overseeing projects to successful completion;
- Communicates accurately and effectively, county infrastructure project prioritizations and updates to county staff, county Council, local media, and the general public.
QUALIFICATIONS FOR CONSIDERATION- Bachelor’s degree in civil engineering or related field from an accredited college or university is highly preferred.
- Seven (7) or more years of related engineering design and/or construction experience. Professional Engineer licensure or ability to obtain a PE is highly preferred.
- The selected candidates must possess or be able to obtain an unrestricted driver’s license valid in the State of SC.
COMPENSATION AND BENEFITSThe available salary for this position will be between $82,478 – $107,222, depending upon experience. Employees are eligible to participate in comprehensive employee benefit programs that include participation in the South Carolina Retirement System. Additional special benefits include:
- Annual clothing allowance in the amount of $450.
- Longevity pay increase after 18 months of employment (new hires).
- A county vehicle, phone, computer, and tablet are provided for business use.
- Applicable certifications/professional licenses and/or renewals paid for by the county.
