This job has a screen-out element which will be used to determine minimum eligibility for this job. Qualifying experience must demonstrate the following: 1) Operating various types of heavy construction type equipment where power is transmitted through complicated shifting, hydraulic and steering controls; 2) Reading specifications, sketches, and grade stakes for the fine grading of surfaces; 3) Demonstrating knowledge of the nature of soil and features of different types of terrain to determine the proper approach to be used; 4) Communicating orally, sufficient to serve as lead worker on a project and/or to interface and coordinate with contract employees; 5) Demonstrating experience serving as the "Competent Person" on excavation projects assigned; and 6) Practicing all OSHA regulations regarding trench safety, such as using trench boxes, shoring, or sloping or benching techniques.

Physical Effort:
Heavy physical effort is used by the operators in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of some of the controls and attachments, the operators are frequently required to work in awkward or strained positions.The incumbent must be able to handle heavy objects, frequently lifts and carries moderately heavy objects weighing up to 50 pounds. May lift and carry heavier objects with assistance. The incumbent couples and uncouples heavy attachments such as trailers, snow plows, buckets, forks, etc. The incumbent performs paving and landscaping work where hand shoveling and hard laborer type work is prevalent.



Working Conditions:
The incumbent's work is performed outdoors most of the time in extreme heat, cold, smoke, and dust conditions as well as in rain, mud, and snow. The incumbent operates over rough terrain in all kinds of weather. The incumbent works in excavations where OSHA regulations must be followed. The incumbent is exposed to moving machinery and equipment, falling objects and overturning of equipment, loud engine noises, exhaust smoke and excessive heat from engines.
