The Research Foundation for Mental Hygiene is seeking a qualified candidate to fill a full-time Project Director Youth Virtual Mental Health.

The Bureau of Children, Youth & Families (CYF) within the Division of Mental Hygiene is responsible for planning and monitoring much of NYC's comprehensive network of child and adolescent community mental health services. CYF relies on research and surveillance to guide its decisions around service planning, implementation and evaluation and incorporates a health equity lens into its work. CYF oversees a portfolio of over 100 programs and supports a family-driven, individualized and strength-based approach to care.

In Care, Community, Action: A Mental Health Plan for New York City, The City of New York announced that it will launch a tele-mental health program that leverages virtual technologies to increase NYC teens' access to mental health care and minimize barriers to use. The Bureau of Children, Youth and Families seeks a Project Director who can help to design, procure and oversee successful implementation of this new initiative.

The chosen candidate must have excellent organizational and project management skills; the ability to plan prioritize, and implement projects; the ability to work flexibly and multi-task in a fast-paced environment; the ability to coordinate, supervise, and facilitate others' work; excellent interpersonal skills, with the ability to engage diplomatically with colleagues, leadership, and external parties; the ability to act independently and exercise good judgment.

Duties and Responsibilities:

Under direction, with wide latitude for the exercise of independent judgment and initiative, performs tasks such as the following:

• Design core features of a virtual, mental health service for high school aged teens in New York City, in consultation with internal and external stakeholders
• Oversee procurement of virtual mental health services and development of affiliated contract with an external provider
• Support program start-up and monitor ongoing implementation to ensure results are on time and within budget and scope.
• Coordinate with youth mental health providers and other government agencies to ensure that these virtual mental health services are integrated into the local system of care
• Track policies at the federal or state levels that could affect delivery and/or financing of virtual mental health services to NYC youth
• Hire and supervise a team of programmatic and quality assurance staff (4-5 total).
• Stay current on best practices in the delivery of virtual mental health care to youth.
• Guide the work of a data manager who will develop the data collection infrastructure and conduct the analysis needed to monitor program utilization and quality
• Track and regularly report on utilization and performance metrics to agency leadership.
• Procure the services of an external evaluator to assess effectiveness of this model
• Collaborate with Communications to design a marketing campaign to promote awareness and use of this service.
• Apply a Diversity, Equity, Accessibility, and Inclusion (DEAI) equity lens to all aspects of service planning, implementation and evaluation

Minimum Qualifications:

• A Master's degree or equivalent related experience in Psychology, Social Work, Public Heath, Public Administration, Public Policy, or an associated field.

OR:

• Baccalaureate degree from an accredited college and two (2) years of satisfactory and relevant professional experience working in one or a combination of the following areas: management or methods analysis, operations research, organizational research, or program evaluation; in personnel or public administration, economic planning, or fiscal management; or a related area, AND:
• Two or more years of proven, successful, Project Management experience.

Preferred Qualifications:

• Working knowledge of virtual mental health platforms and services.
• Experience providing mental health services to youth, preferably in a clinical capacity
• Understanding of the NYC mental health system for children, youth, and families.
• Understanding of other child serving systems (e.g., child welfare, education) highly desirable.
• Supervisory experience
• Strong research and communication skills (written and verbal).
• Proficiency in Excel, Microsoft Project, Word, PowerPoint, Visio, and MS Teams.
