Under the general direction of the Manager, Quality Improvement, the Quality Improvement (QI) Facilitator III is independent with prioritization of quality initiatives, resource utilization, delegation of project deliverables, and application of quality concepts and standards to ensure improvements in organizational performance. The QI Facilitator III has oversight of multiple complex quality improvement initiatives, with minimal oversight, and has a strong understanding of how these initiatives support IEHP’s strategic priorities and organizational goals. The QI Facilitator III facilitates the quality improvement work activity of the department to accomplish established goals, team decisions, implementation of action plans, and completion of timely deliverables.
1. Acts as a consultant and coaches team members throughout the organization in the development of quality improvement initiatives and assists leadership with promoting IEHP strategic goals to achieve improvements in organizational performance.
2. Assists with on-boarding of new quality improvement team members. Coaches and mentors quality improvement staff on quality improvement concepts, lean principles, and implementation of process improvement experiments. Provides quality improvement tools and training solutions for IEHP team members to address quality improvement gaps in knowledge, competency, or skills.
3. Leads the facilitation of quality improvement projects and events of a complex nature with minimal oversight, including planning, implementation, assessment and follow up.
4. Responsible for oversight of multiple Quality Improvement initiatives and consistently meeting quality standards and deliverable timeframes.
5. Translates data into meaningful information, draws conclusions, and relates findings to industry standards. Provides recommendations to departmental stakeholders and QI Leadership Team regarding performance gaps, program implementation, and performance outcomes in order to maintain an effective QI Program.
6. Assists with the prioritization of resources which support quality initiatives and delegates assignment appropriately.
7. Acts as primary liaison between IEHP and regulatory agencies (e.g., HSAG, DHCS, etc.) for quality improvement submissions and communications.
8. Monitors external quality improvement trends within the healthcare industry and how they impact the organization; identifies opportunities for improvement and communicates findings to leadership.

Minimum of six (6) years demonstrated experience, at a professional level, in process/project management including participation in quality improvement projects or operations.
Prior experience in the health care setting preferred.
Master’s degree from an accredited institution required, degree preferably in Public Health, Health Administration, Public Administration, or other healthcare related focus from an accredited institution.
Project Management Professional (PMP) Certificate, Certified Professional of Healthcare Quality (CPHQ), or other recognized quality improvement certificate required or successful completion within one (1) year of hire.
No
Working knowledge of healthcare quality performance and measurement sets including CMS quality withhold, Managed Care Accountability Set, NCQA Quality Improvement Standards and HEDIS. Ability to apply knowledge of project management techniques, tools of continuous improvement, and work process redesign. Serves as a subject matter expert for standardized QI concepts.
Working knowledge of standard coding sets as they are used in quality measurement including: ICD-10, CPT, CPT Category II, HCPCS, LOINC, NDC.
Strong analytical and critical thinking skills. Proficient in all Microsoft Office applications, with an emphasis on Excel, PowerPoint, and Visio. Strong communication skills (verbal, written and listening). Possesses problem solving, leadership qualities, conflict management, and team building skills in order to ensure a productive work environment and achievement of quality goals. Demonstrated skills in successfully working with and motivating diverse teams; including group process facilitation, change management and conflict resolution. Skilled in teaching improvement concepts and principles.
Ability to interact effectively and demonstrated comfort with public speaking to varied audiences. Must exhibit high attention to detail. Ability to successfully apply facilitation techniques to quality improvement project teams to achieve optimal outcomes. Ability to read and interpret data and is results and outcome oriented. Able to perform complex tasks, prioritize multiple projects and work under pressure to meet deadlines in a fast-paced environment. Successfully apply facilitation techniques to quality improvement project teams to achieve optimal potential. Ability to demonstrate excellent project and time management skills.

Position is eligible for Hybrid work location upon completing the necessary steps and receiving HR approval. All IEHP positions approved for telecommute or hybrid work locations may periodically be required to report to IEHP’s main campus for mandatory in-person meetings or for other business needs as determined by IEHP leadership.

A reasonable salary expectation is between $103,708.80 and $132,225.60, based upon experience and internal equity.
