The Broward County Board of County Commissioners is seeking qualified candidates for the position of Environmental Specialist (ES) to support the Natural Resources Division's Air Program and Sustainability and Environmental Outreach section.

General Description
The Environmental Specialist (ES) coordinates environmental outreach activities, campaigns, and educational programs for the Air Program and the Sustainability and Environmental Outreach Section in the Natural Resources Division. The position is responsible for developing educational/training programs for the regulated community, civic organizations, Broward County residents, and sensitive populations. The position disseminates environmental information to the public, civic organizations, and the regulated community.
The position participates in environmental air quality compliance assistance by educating the public and the regulated community on environmental protection and compliance with regulations, mandates, and ordinances. The position supports the Smoking Vehicle Program and participates in local comprehensive land use, and transportation planning activities to promote air quality protection improvement. The position coordinates and complete technical reviews of land use amendments in area of assignment. The position assists in the maintenance and enhancement of partnerships with public schools to promote air quality projects by students. The position develops educational materials to promote the public's use of proactive measures pertaining to emerging environmental issues. The position supports updates to the Division's website and develops social media content. The position researches, writes, and applies for environmental grants. The position supports the development of project maps and other applications using GIS software.
This position has emergency responsibilities to support the Resilient Environment Department in the event of emergency activation.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in environmental sciences, environmental planning or closely related field.
Requires two (2) years in environmental/natural resource program compliance or closely related experience.

DUTIES AND RESPONSIBILITIES

Performs environmental assessments and site evaluations for programs/projects/processes requiring the application of advanced scientific principles and climate data.
Develops scientific/technical manuals, guidelines, permit applications, reports, and procedures for implementing environmental resource programs.
Reviews environmental license and permit applications for consistency with federal, state and local environmental laws and regulations; provides agency review and comment on state and federal policies, proposals, and rules.
Reviews and communicates environment permits, licenses and their conditions with private and governmental agencies.
Performs site investigations and environmental monitoring.
Issues notices of violation and prepares scientific evaluations; prepares correspondence dealing with enforcement of environmental rules and ordinances; maintains enforcement case files.
Investigates environmental complaints and provides technical expertise to agency staff and the public.
Performs and coordinates field evaluations and makes recommendations on environmental aspects of resource management and environmental licenses.
Evaluates and interprets environmental data related to licenses, compliance inspections, enforcement actions, community resilience, sustainability, and natural resource enhancement and protection projects.
Develops manuals, guidelines and procedures for implementing environmental resource programs; assists in writing, amending, and updating County environmental rules, regulations, and plans.
Makes presentations to schools, civic groups, chambers of commerce, and other business and civic associations to publicize environmental programs and ordinances; coordinates programs with other County departments, municipalities and agencies; prepares informational and educational materials and programs relating to environmental resources; develops and implements management plans.
Develops and manages sustainability programs, including projects and initiatives such as greenhouse gas inventories and reductions, energy conservation, sustainable practices, metrics tracking, and green certifications.
Receives and responds to noise complaints and inquiries; conducts and coordinates tenant inspections.
Utilizes/analyzes environmental data to guide resource management/remediation/mitigation projects; creates reports, provides advice on remediation techniques.
Promotes and assesses agency programs and services; cooperatively plans and implements programs and special events.
Creates and maintains statistical and performance reports.
Performs related work as assigned.
