The SPA Contracts and Procurement organization strategically supports the operating Divisions to assist in company growth and reduce contractual risk. We have an immediate opening for a Senior Subcontracts Administrator who is responsible for leading cradle-to-grave subcontract administration activities in an approved purchasing system environment.

The Senior Subcontracts Administrator will lead the development, negotiation and administration of subcontract agreements and proposal efforts with subcontractors and teammates, for large services programs; independently prepare and issue subcontract solicitation packages to support prime proposals, including data calls, price negotiations, and price analysis of subcontractor proposals and manage subcontract processes, documentation, and files in accordance with FAR/DFARS approved purchasing system requirements.

This position requires a high degree of independent judgment in selecting methods and techniques for obtaining solutions. The position interacts with customers, management (at all levels) and members of functional management about acquisition requirements and issue resolution, as well as represents Procurement in interactions with senior management on a variety of subcontracting matters.

Such responsibilities include:

• Negotiating NDA’s and Teaming Agreements
• Creating comprehensive Request for Proposal (RFP) packages that are in accordance with Government Solicitation or Prime Contract requirements, compliant with FAR, DFARS (and other governmental regulatory supplements) and within SPA procurement policies.
• Evaluate supplier proposal responses to include terms and conditions exceptions, conducting price and/or cost analysis
• Administer subcontracts of various types and complexity.
• Identifies moderate to complex issues and problems in subcontract performance to offer and make recommendations to management.
• Perform subcontract close-out activities.
• Analyze risks and identify risk mitigation.
• Act as primary interface between subcontractors and the SPA Program Management Teams for all subcontract related issues.
• Regularly interacts with program management, contracts, project control, finance, business development and with customers as required.

• Bachelor’s degree in business or related field
• 8+ years of experience in procurement and subcontract administration. 10+ years in the absence of bachelor’s degree.
• Experience with Defense Contract Management Agency (DCMA) Contractor Purchasing System Review (CPSR) and associated subcontract and purchase order file documentation requirements.
• Experience with negotiating complex terms and conditions in Non-Disclosure Agreements, Teaming Agreements, Purchase Orders and Subcontract Agreements of all types (i.e. Firm Fixed Price, Cost Plus Fixed Fee, T&M etc.)
• Excellent written and oral communication skills
• Understanding of all available cost/price analysis concepts and methodologies and employ the correct methodology for each unique circumstance on subcontractor proposals and agreements.
• Ability to work independently with minimal supervision.
• Exhibit critical thinking and analytical skills.

Desired Qualifications:

• Eligible for a DoD security clearance
• Deltek Costpoint experience
• Microsoft Excel experience
