Salary Range: $28.13 - $37.98 Hourly
Hiring Range: $28.13 - $31.63 Hourly
Job Summary:
The Asset Analyst is responsible for planning, executing, and overseeing the inventory, inspection, and assessment of physical assets of storm water infrastructure. This position supports the prioritization of repair and replacement of deficient infrastructure and the planning of capital improvements. Maintains the library of design standards, contributed capital and capital project documentation for planned and completed construction projects.
Experience, Knowledge, and Skills:
MINIMUM REQUIREMENTS:
- Bachelor’s degree from an accredited college or university, or specialized technical training of equivalent length.
- Up to four (4) years of related work experience may be considered.
- Valid Colorado driver’s license.
- One (1) year of experience in GIS mapping or analysis of municipal utility infrastructure.
- One (1) year of municipal/government support in accounting, project management, or asset management.
- Knowledge of Microsoft Office programs, ESRI ArcGIS software, spreadsheet analysis with Microsoft Excel, database analysis using SQL Server, ArcGIS, or other database management software, City Works, Global positioning system, or other surveying equipment.

- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
Essential Functions (Duties and Responsibilities):
- Plan and schedule all storm water asset inspections through the use of City Works
- Assess storm water asset inspection information through the use of City Works, ArcGIS, and other analysis software such as Microsoft Excel.
- Maintain inventory of databases information related to City storm water infrastructure.
- Coordinate and conduct the inventory of storm water quality infrastructure.
- Maintain capital project documentation for planned and completed storm water capital construction projects.
- Planning of storm drainage and storm water quality asset inspections through the use of City Works. Create an annual inspection program and corresponding work orders, and emergency work orders.
- Assessment of asset inspection information through the use of City Works, ArcGIS, and other analysis software such as Microsoft Excel.
- Support the planning and prioritization of the repair and replacement of storm water infrastructure and the planning for the capital construction of storm water infrastructure.
- Data Management: Manage, maintain, and perform QA/QC of databases information Identify data gaps and work Information Technology, Streets, and Storm water staff to correct data gaps and add new infrastructure.
- Support and coordinate with citywide engineering, utility coordination and asset management departments.
- Provide supervision, direction, and motivation in order to achieve Divisional, Departmental, and City objectives in accordance with current City policies, This position will act as a lead for the storm water field staff.
Work Environment and Physical Requirements: Work Environment: - Subject to both outside and inside environment with exposure to adverse weather conditions.
- Subject to extreme cold/hot with temperatures below 32 degrees or above 100 degrees for periods of more than one hour, consideration should be given to the effect of other environmental conditions such as wind and humidity.
- Subject to driving a City or personal vehicle in all weather conditions for business purposes.
- Subject to safe to moderate hazards including a variety of physical conditions that are typically well protected against, such as proximity to moving mechanical parts; moving vehicles/traffic, electrical current; working on rough terrain and exposure to high heat, unsanitary environments, and/or chemicals; the majority of this position's duties are typically performed in an office setting.
- Subject to atmospheric conditions such as conditions affecting the respiratory system pertaining to airborne particles/pathogens, fumes, odors, dusts, mists, gases, or poor ventilation.
- Subject to working alone and/or with groups and/or attending meetings.
- May be required to travel with associated risks inherent to travel by car/air.
- May be required to wear protective clothing or gear.
- Spends extended periods of time at fixed workstation.
- May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.
- May be required to work overtime, holidays, evenings, shifts, or weekends.
- May have frequent interruptions and be required to manage competing priorities with inflexible deadlines.
- May have frequent contact with the public--in person, via email/telephone, sometimes facing adverse or confrontational situations with internal/external customers.
- Performs surface inspection of sewer lines and/or buried storm drainage assets such as inlets or manholes.
Physical Requirements: - The essential functions of this job require occasional balancing, bending/stooping; carrying/lifting light to moderate objects, climbing, crawling, crouching, feeling, fingering, grasping, kneeling, pulling, pushing and repetitive motion; frequent hearing, reaching, sitting, standing, talking, and walking.
