Job Description and Duties

The Assistant Director, Human Resources (HR) has responsibility for HR policy setting and implementation, procedures, and priorities. They serve as advisor to the Cal OES executive management team on HR, Labor Relations, and Organizational Development matters. Responsibilities involve providing direction and guidance through subordinate managers/supervisors, while ensuring the integrity of program activities. They are required to provide adequate resources for implementing Cal OES administrative policies, procedures, and programs.

The Assistant Director oversees all aspects of HR management, policies, practices, and operations in the organization and provides strategic support to, and partnership with, the Director and executive management team while ensuring compliance with the State's civil service laws, rules, and regulations. They plan, direct, and organize all issues related to employee salaries and benefits, job classifications, training, exams, recruitment, succession planning, Labor Relations, individual performance management, organizational performance management, and innovation related to the Cal OES HR goals.

Working Conditions

This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.

Conflict of Interest - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Special Requirements

In addition to the Standard State Applications (STD. 678) and resume, all interested applicants are required to submit a Statement of Qualifications. The Statement is a narrative discussion of how the candidate's education, training, experience, and skills meet the desirable qualifications and evaluation criteria and qualify them for the position. The Statement of Qualifications serves as documentation of each candidate's ability to present information clearly and concisely in writing.

Applicants who fail to follow the Statement of Qualifications guidelines and provide the required application documents may be eliminated from this examination process.

The Statement of Qualifications should describe a narrative of your experience relevant to each of the factors listed below; examples must be provided to justify the experience described. You must provide individual responses, numbered and in the following order:

  1. Describe your experience leading a Human Resources function where you provided high-level expertise and service.
  2. Describe your experience that demonstrates knowledge of control agencies such as California Department of Human Resources (CalHR) the State Personnel Board (SPB), the Department of Finance (DOF), the State Controller’s Office (SCO), and CalPERS including experience partnering with other agencies/departments to represent your organization with these entities.
  3. Describe your training and experience that demonstrates knowledge of state civil service laws and rules related to classification, compensation; Labor Relations; training; workforce planning and talent development.
  4. Effective communication, both in oral and written forms, is an essential function for this position. Please provide examples that demonstrate your interpersonal/communication skills and the ability to develop cooperative working relationships with high-level managment and representatives of other government agencies.
