Job description
Working under the general direction of a Resource Manager/Water District Services Market Vertical Leadership, the Bond Application Specialist creates, monitors, and manages all aspects of the bond application process and provides bond application report delivery services for Project Managers – this should make up at least 80% of the total workload of the job function.
RESPONSIBILITIES
- Manages the bond application process for the Public and Private Practices.
- Responsible for developing a Bond Application Report (BAR) Program that spans both Public and Private. The goal of the program is to create consistency and continuity between Practices in processes and quality of deliverables.
- Works with project managers to organize, execute, and anticipate bond application reports. Serves as a liaison between project participants, PMs, and other members of the projects.
- Manages and monitors the BARs, providing timely reports and communication on key project parameters like deadlines, budget, and required documentation.
- Provides and maintains project-related support and documentation for multiple projects, from project initiation to project closeout.
- Serves as a liaison for the Public and Private market segments to assist in the tracking of bond application report opportunities. This includes coordination with Client Managers to manage and update bond application report opportunities in Dynamics on a regularly scheduled interval.
- Coordinates with Client Managers to proactively anticipate upcoming bond application reports in master-planned communities and mature water districts.
- Assists with the closeout of land development projects anticipated to be eligible for reimbursement. Those tasks include the creation of the TCEQ Construction Checklist, the organization of all contract documents required, and the creation of the developer interest table. Tasks include coordination with PM to ensure all invoices paid by the developer are accounted for at the end of the project and saved in the project files.
- Maintains and recommends updates, as necessary, to the scope memo template, reports, attachments, file structure, and the summary of costs spreadsheets.
- Completes the QC review of all scoping documents for bond application reports prior to approval and execution. This includes a review of project plans and verification that the project roles are assigned.
- Assists in the submittal of bond application reports to the TCEQ. Verifies the submittal package meets Quiddity standards and that a QC review was complete.
- Maintains project records and ensures that all documents are checked and comply with the Quiddity standard. Ensures administrative integrity of project files and file systems.
- Provides feedback and assist in updates to the Quality Management Plan and tracker, as necessary.
- Tasks can be expanded to other similar projects including surplus funds and change in scope applications.
- Coordinates with the Public and Private market leadership on the status of current projects and opportunities on a regular basis to be determined by leadership.
- Monitors and reports the effectiveness of the processes used in the bond application process and makes recommendations to senior management on areas for improvement.
- May oversee and/or supervise the work of administrative staff or design engineers in the technical production of bond application reports.
- May assist with or coordinate the onboarding of new staff, including training them in the project support function and project file structure.
- Other duties as required.

Requirements

EDUCATION AND EXPERIENCE
High School Diploma or equivalent and 6+ years in an administrative/project support role or
- Associates degree and 4+ years in an administrative/ project support role or
- Degree/Associates in Business, Accounting or Administration and 2+ years in a project/engineering support role.
LICENSING/CERTIFICATIONS
- Project or contract certifications preferred.
ESSENTIAL REQUIREMENTS
Technical
- Proficient to advanced in Microsoft office, with particularly with Office 365, MS Word, MS Power Point and MS Excel.
- Proficient to advanced in project management software and CRM systems. Proficient with reporting capabilities, and able to interpret data.
- Proficient to advanced in conversion software like Adobe and Bluebeam.
- Experience with cloud based social media and cloud based communication applications, SharePoint preferred.
Other
- Excellent communication and interpersonal skills. Strong written, listening, verbal and presentation skills.
- Demonstrated ability to collaborate effectively with stakeholders.
- Ability to work under pressure: Multi-task and work in a fast-paced environment across multiple stakeholders.
- Strong organizational and delivery skills
- Ability to work overtime as required for project delivery.
- Valid TX driver’s license.
PREFERRED
- Hands-on experience in managing the bond application process to meet business objectives and end-user requirements.
- Experience in an engineering environment
WORK ENVIRONMENT
Work is performed in an indoor office environment using standard office equipment such as computers, phones, scanners, printers, photocopiers, and filing cabinets. This job operates in a professional office environment.
PHYSICAL DEMANDS
This role requires the ability to see and work with computer monitors for a significant portion of the day. To communicate – to listen and speak, to drive, walk short distances, bend, stretch, reach, and stand. May need to lift or move objects of up to 30 lbs. Occasionally heavier objects may need to be lifted/moved and in all cases the incumbent should ensure they have assistance to lift or move safely.
POSITION TYPE AND HOURS OF WORK
This is a full-time position. While regular business hours are Monday through Thursday, 7:30 a.m. to 5:30 p.m. and Friday 8:00 a.m. to 12:00 p.m. This position requires flexibility to work overtime and outside of business hours as needed, based on project demands.
