Overall Position Summary and Objectives
The NHLBI Office of Science Policy, Engagement, Education and Communications (OSPEEC) provides comprehensive, integrated, and technology-supported communications support for all matters relating to outreach-oriented programs and activities directed toward the Institute's vision and mission.
Coordinating and integrating the activities across three branches which include the Engagement and Media Relations; Health Education and Digital Information Dissemination; and Science Policy, Outreach, and Reporting is required to ensure that the core and critical NHLBI messaging is aligned with the needs of the Institute's diverse and numerous stakeholders.
Deliverables:
- Produce products and documents related to advancing innovative strategic communication plans to communicate information and messages about HLBS research initiatives and public health issues; evolve implementation plans/strategies to communicate HLBS messages; ensure that "discoveries" in NHLBI-supported laboratories and clinical trials are disseminated to health professionals and the public; consult with the OSPEEC Engagement and Media Relations Branch to obtain recommendations on specific research projects or study results for promotion (press release, other media materials, or social media). - Weekly
- Produce products and documents related to preparation of a Situation Analysis document on specific research topics; consisting of narrative detailing the communications environment. Present for discussion, refine and gain consensus of Divisions, Offices, and Centers (DOC). - Daily
- Products and documents associated with a Concept Brief, detailing key areas of communication projects, including purpose, goals, objectives, intended audiences, obstacles, core messages, message concepts, tone, openings, tactics, and creative considerations. - Daily
- Reports detailing status of communications activities with the Divisions, Offices, and Centers. - Daily
- Bi-weekly detailing status of communications activities with Divisions, Offices and Centers and when appropriate brief OSPEEC managers. - Bi-Weekly
Work Details:
- Develop communications and outreach strategies and tactics leveraging the divisions expertise and resources. 1
- Clarify and define the requirements for new projects that come to the division, work across OSPEEC’s three branches with various staff as team members. 2
- Track project timing, next steps and coordinate Institute projects, events, activities, etc. 3
- Creates project in designated project management software and ensure all necessary staff have access. 4
- Prepare project documentation to include charter, schedule, resource plans and budgets. 5
- Develops project management documentation.
- Assist staff coordinate project management activities, to include routine meetings and development of reports.
- Monitors and reports progress to project owners.
- Conduct project-related activities, including developing needed materials, power-point presentations, arranging discussions, and facilitating interactions.
- Conducts project analysis and reports to upper management.
- Prepare progress reports, summaries, descriptions, and other materials to communicate with internal and external stakeholders.
- Develop summaries of project status and performance for review with upper management.
- Create and maintain comprehensive project documentation library using designated applications and tools.
- Present project updates and status reports at recurrent staff and management meetings.
- Draft communication plans, get approval from leadership on resource allocation, share plans with DOC and lead prior to implementation.
- Develops and tracks project budgets.
- Log project expenditures within designated tracking tool and report balances to project owners.
- Researches project management best practices and new industry standards.
- Coordinate and conduct internal management studies and provide trend analyses to project owners.
- Perform literature reviews of related projects to identify new approaches to improving project management.
- Provides subject matter expertise and support to other project managers.
- Provide expert review and recommendation regarding other project management plans.
- Convene teams of individuals needed to fulfill specific project requirements, hold kick-off or follow-up meetings as needed, and arrange for discussions within division and externally.
- Meet with senior-level program leads to discuss and plan for projects as appropriate and garner any needed approvals.

Requirements
- Bachelor's degree, preferably in Communications, Public Relations, Marketing, or a related field.
- Previous experience as a Project Manager.
- Project Management Professional (PMP) certification.
- (Desired) 3-5 years of experience in strategic communication planning, preferably in a healthcare or research environment.
