MINIMUM REQUIREMENTS :

A bachelor’s degree from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.

 

A master’s degree from an accredited college or university can substitute for one (1) year of the required experience.

 

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

 

A valid Class E Driver License.

JOB DUTIES:

 

This position is responsible for administrative oversight, development, and implementation of grants/contracts for the State Energy Program (SEP), Energy Efficiency Development Block Grant (EECBG) Program, Farm to Fuel (F2F) Program and other programs administered by the Office of Energy (OOE). Develops and administers all phases of grants/contracts, develops program specific core grant agreements, and develops management tools for data collection and program evaluation.

 

Facilitates and provides training and technical assistance, consultative services and support to grant/contract recipients related to grant/contract management, administration, implementation, closeouts and conflicts of interest. Reviews recipient procurement policies for acceptability based on consistency with program procurement regulations. Provides technical assistance to grantees and consultants regarding labor standards and procurement requirements. Reviews construction bid documents for consistency with grant applications and program requirements. Works with grantees, engineers, and consultants to resolve any issues. Serves on contract advisory and Request for Proposal (RFP) selection committees. Provides staff support to advisory boards and commissions.

 

Performs on-site analysis of operational problems in the implementation of grants/contracts. Conducts on-site and desk monitoring activities according to department guidelines for SEP/EECBG/F2F and other funded projects and provides assistance in solving problems relating to monitoring, audit reports and findings, in preparing and processing annual financial reports and in obtaining resources from federal, state and regional sources. Over-night travel required. Upon request, assists recipients regarding compliance with federal labor standards, federal and state procurement regulations, Davis-Bacon Wage Laws, the Buy American Act and the National Environmental Policy Act.

 

Reviews administrative policies, procedures and guidelines related to disaster-preparedness activities including evaluating the impact on operations, potential problems and recommending appropriate actions to reduce risk. Performs duties as assigned during activation of the State ESF-19 and in the State Emergency Operations Center. Performs other disaster-related activities, as directed.

 

Assists with updating grant management manuals and technical materials. Consults with senior staff to develop solutions for programmatic operational problems.

 

Assists with the input and upkeep of the U.S. Department of Energy PAGE Reporting System and the preparation of quarterly federal progress reports. Assists with generation of federal funding requests and amendment requests for existing federal funding awards.

 

Attends and participates in meetings at the request of management relating to Energy issues and SEP/EECBG/F2F issues, both within and external to the department.

 

Performs other duties, as required.
