Job Summary
Under the supervision of up-line management, the GIS System Specialist is responsible for the routine and project-related edits within the engineering division’s GIS network and GIS data. The GIS System Specialist is tasked with creating and maintaining accurate maps, regularly updating reference GIS layers, working within the current asset management system, and editing the GIS within a versioned environment.

Duties & Responsibilities
Responsible for the day-to-day updating of the data residing in the division’s GIS, and current asset management system.
Uses geospatial technologies to perform drawing, line and data editing, edits to the GIS within a versioned environment, and geodatabase changes to maintain an up-to-date and accurate GIS.
Assists in developing maps and/or custom applications; prepares base maps, presentation maps, reports, design plans, both for internal consumption and public exhibition utilizing GIS and/or AutoCad environments.
Assists in several phases of water utility planning by utilizing GIS asset data and base data to help facilitate the decision-making process.
Conducts field surveys, utilizes GPS locating equipment, obtains and compiles GIS data, and transfers data to appropriate maps and databases.
Provides assistance on projects related to GIS, both within the department and the greater organization, including, but not limited to technical research and analysis, write and compile complex reports.
Performs other related duties as assigned.
Adheres to all Providence Water safety procedures.
Minimum Qualifications
Bachelor’s degree from an accredited college or university in planning, geography, computer science, or a related field with a minimum of three (3) years experience in GIS and a minimum of two (2) years experience working with high-end GIS systems, or a Master’s degree in geography, computer science, or a related field with a minimum of one (1) year experience in GIS working with high-end GIS systems; or a substantial combination of education and experience judged to be equivalent.
Thorough knowledge of high-end GIS applications and GIS software applications as utilized in the Providence Water system.
Thorough knowledge of desktop GIS systems, specifically ESRI’s ArcGIS.
Thorough knowledge of geodatabases.
Knowledge, training, and substantial experience with computer assisted drafting methods and techniques utilizing AutoCad, GIS applications, and with computer technology including, but not limited to, word processing, spreadsheets, and database management systems.
Experience in a Microsoft Windows environment and applications, and experience with PC networks and hardware.
Ability to perform complex technical research and analysis, write and compile complex reports, develop custom GIS maps and applications, and make recommendations for the practical application of GIS concepts.
Must possess and maintain a valid State Driver’s License and is responsible to maintain all vehicles maintenance logs.
Must be able to perform all essential functions of the job.
Training Requirements
The term “limited” means that the successful candidate will perform the job for an undetermined length of time. The position may or may not become permanent.
