Primary duty functions include:
- Provide analytical, technical, and management support to conduct governance, oversight, and orchestration of an efficient and effective Cloud Portfolio
- Provide timely execution of the Cloud Portfolio to include reviews and audits, licensing agreements, enterprise and service agreements, reviews, validation, and adjudication.
- Provide cloud subject matter expertise to assist in reviewing cloud requirements, requests, and managing the portfolios of applications, systems, and networks
- Review applications/systems and recommend efficiencies to reduce legacy networks, applications, systems, and infrastructure; develop and recommend frameworks for standardizing and optimizing operations and services through Cloud enterprise, managing, maintaining, and supporting the portfolio management programs/applications, and fostering the transition of applications/systems/networks and infrastructure to a cloud environment that meets the requirements
- Apply systematic management to large classes of enterprise cloud capabilities to quantify, measure, and evaluate IT efforts against strategic goals and objectives
- Validate applications/systems/IT resources, including reviews of supporting documentation/information and descriptions to ensure applications are correctly placed in the Cloud Portfolio, identifying missing information, and recommending appropriate changes on an ongoing basis
- Provide support for cloud system rationalization/standardization effort; manage and evaluate existing applications/systems/networks and identify strengths and weakness where value has diminished and transitions or removes non-compliant programs
- Develop draft policies and directives, draft policy modifications, and assist customer staff with policy interpretation regarding information sharing.
- Provide Ad Hoc, Monthly/Quarterly and Annual Reviews with System/Application Metrics
- Support the development, implementation, and management of a standardized, aligned, and synchronized Portfolio Management frameworks, linking business, data, applications, technology, and security across the organization, cloud Strategic Planning (Strategic Portfolio Management (SPM)), and capital planning, in support of cloud PfM strategic plans
- Prepare recommendations for the standardization of Cloud Portfolio. Recommendation reports shall be based on the conduct of surveys, operations and services analysis results, gap analysis comparing “As-Is” to the “To-Be”, market research and reviews for governance and policy compliance
- Participate in cloud PfM discussions/meetings within in the all levels of the DoD organization, and external partners. Interface and maintain effective working relationships and Mission Area points of contact (POCs), Portfolio Management leads, and Program Managers/systems owners
- Maintain strong interpersonal competence and personal effectiveness perform a broad range of assignments with efficiency and accuracy and manage multiple tasks in a professional and timely manner
- Develop and institute business intelligence, reporting, and analytics for cloud migration activities across the cloud portfolio. Perform value-stream mapping of key business functions identifying improvement areas by reducing waste, streamlining processes, and identifying automation improvement initiatives
- Develop and execute portfolio management strategy/implementation aligned to DoD TBM portfolio requirements. Perform top-down development and implementation of TBM taxonomy tailored to cloud for the enterprise and its tenants
- Develop and implement the enterprise-wide strategy for cost allocation of cloud spend across cARMY and its tenants integrated with the business intelligence/analytics and TBM strategies
- As the position requires flexibility, other duties as assigned
Minimum Requirements:
- Must be a proactive, self-starter with the ability to manage multiple tasking in various stages with minimal direction and be able to successfully achieve desired outcomes
- Proven success managing all aspects of multiple, simultaneous large scale cloud projects, including requirements, cost, schedule, and performance achieving the timeliness of performance for services and product deliverables and demonstrated capability of developing efficient and effective solutions in meeting requirements, and technical /mission needs from customers / sponsors / stakeholders
- Proven success leading cross-functional and cross-organizational teams to meet the project objectives
- Developed, managed, and reported status using project plans for planning and coordination of all project tasks and activities
- Possesses a deep understanding of business strategy and customer goals
- Proven ability to effectively distill key program requirements, program deliverables and methodologies, and business processes into clear, concise project plans and communications
- Experience using project management tools and technologies to track program progress and provide regular reporting to management and other stakeholders
- Possesses a PMI-PMP or 15 years of experience in IT/Cloud Project Management and Service Delivery
- ITIL v4 certification
- Strong written and verbal communication skills
- Strong presentation skills
- Expert attention to detail, deadlines, and guidelines
- Experience developing internal processes across a variety of platforms from start with minimal/no direction or guidance
- Experience coaching and educating project teams to strengthen team members’ capabilities and skill sets
- Bachelor’s degree with relevancy to the work to be performed
