The Department of Ethnic Studies and the Critical Gender Studies Program at UC San Diego (UCSD) are key centers of empirical and theoretically-based research, outstanding teaching, and creative collaborations that promote gender equality and social justice. The two units offer an innovative vision of the post/colonial world and its peoples for the 21st century. The faculty and students focus on fundamental theoretical and political questions regarding the critical conceptualization of social categories, particularly race, indigeneity, culture, ethnicity, gender, sexuality, class and nation. They engage and elucidate alternative epistemologies that have emerged from racialized and indigenous communities in a U.S. and transnational context in order to produce new knowledge for the academy and broader public. The Department of Ethnic Studies and Critical Gender Studies Program are committed to rethinking these issues in a comparative, relational, and interdisciplinary fashion in order to interrogate questions of power, violence and inequality. The Department of Ethnic Studies also manages the operations of Black Studies Project and International Institute.
Under the general direction of the Chief Administrative Officer (CAO), has independent administrative responsibility for the financial administration, management and analysis of Department of Ethnic Studies funds including state, contract and grant, gifts, and donations. Responsibilities include management of all extramural and state funds, administration of the departmental operating budget, reviewing appropriateness of expenditures, availability of funds and applicable funding restrictions, and making recommendations regarding corrective actions to resolve identified problems. Perform budgetary/financial analytic studies and prepare financial reports, including monthly fund balance reports for faculty and CAO. Participate in short- and long-range financial planning. Responsible for contract and grant administration (pre- and post-award). Analyze, interpret and implement departmental and university fiscal policies. Advise, assist and guide faculty, department staff and graduate students on financial issues. Act as liaison with campus central offices. Provide work direction to the business office assistant and oversee the processing of online financial transactions.
Independently manage all aspects of staff personnel in the Department of Ethnic Studies, Critical Gender Studies, Black Studies Project and International Institute. Provide expert advice, instruction and policy interpretation to the Chair, faculty, CAO and staff on all matters involving personnel administration, including recruitment, appointment, advancement, classification, compensation, benefits, grievance/disciplinary actions, and employee relations. Serve as the primary point of contact to campus staff personnel administrative offices. Responsible for data entry in the Payroll/Personnel System (UC Path) for staff and academic employment actions.
Design and assist in the development and implementation of departmental computer applications. Serve as Departmental Security Administrator (DSA).
Represent and act on behalf of the Department CAO in her absence.
Working knowledge of finance policies, practices, and systems. Knowledge of university and/or higher education policies and procedures relating to contracts and grants and state fund accounting. Ability to analyze and interpret which policies and procedures apply to a given situation. In-depth knowledge of federal and non-federal agency requirements and regulations for sponsored research from proposal preparation through close out.
Demonstrated experience on matters involving personnel administration, including recruitment, appointment, advancement, classification, compensation, benefits, grievance/disciplinary actions, and employee relations.
Demonstrated experience in contract and grant proposal formats, preparation, submission and administration, as well as federal, state and private granting agency regulations.
Working knowledge of concepts, principles and practices of event planning.
