Job description
The position serves as the resident expert within the Medical Center at an assigned Department of Veterans Affairs (VA) Healthcare System in support of VISN, VACO and Executive Office of the President execution of Law, Executive Order or VA Policy in which Energy Management is the primary concern.
The incumbent serves as a regional subject matter expert within VISN-2, as both a Project Engineer and as a Energy Program Manager.
The incumbent functions as Energy Engineer for one or more Medical Centers, inclusive of Medical Center (VA) owned and leased space including Outpatient Clinics, CBOCs or administrative space operated by the Medical Center. The Energy Engineer will work in a collaborative effort with other Energy Engineers within their VISN toward accomplishing VISN wide and VHA energy goals. The incumbent works closely with the VISN Capital Asset Engineer and VISN Healthcare Engineer Program Manager providing technical support for VISN and National initiatives or programs. In addition, the incumbent provides technical and program support for the energy conservation programs at local National Cemetery Administration (NCA), Veteran Benefit Administration (VBA), Vet Centers (Readjustment Counseling), and Joint DOD/VA sites.
The incumbent will conduct condition assessments for HVAC, lighting, electrical distribution, building envelope, steam and chilled water generation systems, domestic hot water, and other energy and water utilities within the VISN using industry standard energy analysis tools to identify usage and minimize energy consumption; He/she must be proficient in the use of energy survey equipment (light meters, electric power meters, wattmeters, hydronic flow meters and hot wire anemometers) and computerized energy survey software (FEDS, ASEAM, HAP, or equal computer applications). The incumbent should also be familiar with computer-based Building Automation and Energy Management Systems. Incumbent plans, initiates and executes commissioning, recommissioning and retro-commissioning projects. Incumbent provides associated audit reports directly to Medical Center Leadership, VISN Energy Office, VISN CAM or Energy Program Director and/or other Senior-Level VACO staff.
The incumbent must have experience in Energy Savings Performance Contracting (ESPC), Utility Energy Services Contracts (UESC) or have attended ESPC/UESC training conducted by the Department of Energy or the Association of Energy Engineers in support of the implementation of programs mandated by Federal Law and Executive Order. The incumbent will be responsible to ensure energy conservation aspects and building sustainability is incorporated in facility construction projects, its operation and maintenance.
The incumbent leads the development, manages and supports the Medical Center's and VISN's Energy Savings Performance Contracts (ESPC) or Utility Energy Services Contracts (UESC). These projects have construction costs between $100,000 to $50 million in aggregate. He/she plans, directs, and coordinates activities of designated projects with energy savings companies to ensure that goals or objectives of the project are accomplished within prescribed time frames, contract requirements and funding parameters. The incumbent serves as the delegated Contracting Officer representative (COR) for ESPC/UESC projects. Incumbent, as the primary COR, leads other medical center project engineers in their delegated supporting roles as technical monitors for ESPC/UESC contracts.
Occasional out of VISN (NY/NJ) travel is required of the incumbent. Travel between VISN medical centers may be frequent when supporting multiple facilities within the healthcare network. Travel will be for a variety of reasons, including but not limited to: national and regional conferences, site visits to other facilities in the VISN (or the VISN offices), face-to-face meetings regarding national and regional projects/assignments, specialized training for certain medical equipment and/or systems, other training opportunities that may improve the incumbents ability to better serve the needs of the VA.
