Job description
The Strategic Partnerships and External Affairs Director leads TVHC’s community partnerships, outreach and advocacy engagement efforts. This individual is responsible for strategic and program design, planning, and implementation of all TVHC services and programs that impact health equity, patient access and business strategy. This individual is a key liaison role with our community partners, and is responsible for leading and expanding a team of community outreach individuals, developing TVHC’s community and partnership strategy for our service area, managing existing partnerships and establishing new ones.
The ideal candidate thrives on identifying needs and opportunities, building relationships, and is knowledgeable and has experienced in the public health field; they also have experience building, implementing and designing effective and sustainable programs and is a highly skilled communicator.
Oversees: Community Outreach and Advocacy (COA) and Promotora/es Program; TVHC Coalitions Partnership Programs, Community Workforce, Advocacy and Legislative Programs.
This individual reports to the Chief Impact and Communications Officer (CICO) and supports and is a close collaborator to the CEO on external affairs and community engagement; and works closely with Marketing, Business Development, Operations and Integration Departments.
Compensation : $125,000 - $130,000, depending on experience.
Responsibilities: - Leads the development and execution of strategic community programs and outreach workplans in support of TVHC’s strategic goals, particularly focusing on advancing health equity, patient access and service expansion.
- Directs strategies to effectively leverage and expand the Community Outreach and Advocacy (COA), Promotora/es and Community Health Worker (CHW) Programs. Particularly focusing on creating sustainable programs, expanding their scope, reach and outcomes.
- Assists the CICO and CEO on identifying opportunities, managing and growing existing community relationships, and securing new partnerships.
- Develops, implements, and oversees new strategic and programmatic initiatives to better serve underrepresented communities based on data, trends, and community feedback.
- Builds and maintains strong relationships with key community members and with allied organizations and coalitions. Coordinating as appropriate with county, state and federal affairs.
- Develops, maintains, and updates related dashboard, program and applicable grant reports. Produces grant deliverables, manage grant budgets and expenses, and writes reports to funders. Sets metrics for outreach programs that align with TVHC’s Strategic and Clarity Plan priorities.
- Participates in community events as a representative of TVHC to strengthen the presence of TVHC within our local community and stakeholder groups.
- Works with Marketing and Communications to oversee print and social media, including talking points, fact sheets, presentation materials, website, and social media channels.
- Continuously evaluates TVHC’s community, outreach and advocacy programs for improvement opportunities.
- Works with Business Development to identify potential donors, sponsors, and strategic partners in our community.
- Leads the strategy development and implementation of volunteer engagement with community partners, educational institutions, faith-based organizations, and corporations. Works closely with Human Resources to effectively onboard these volunteers.
- Supports HR with workforce partnerships, particularly with training partners and educational institutions.
- Works with clinical programs to identify and execute opportunities to leverage community and program stories for traditional media and social media coverage.
- Joins CICO and CEO at events, chambers and other membership organizations meetings to strengthen TVHC’s presence within our local community and stakeholder groups.
- Responsible for authentic and meaningful relationships with underrepresented and underserved populations through a deep understanding of cultural differences and social mores to increase the effectiveness of outreach and health education activities.
- Creates and updates Promotores and CHWs handbooks, training presentations and manuals, and other program materials to help Promotores and outreach staff meet the mission of TVHC.
- Provides additional assistance as needed with activities that further Development and Communication activities, including advocacy and fundraising.
- Part of the Expanded Management team and other TVHC strategic groups.
- Performs all duties in accordance with TVHC’s Service Excellence Standards.
- Assumes other duties, including special projects, as assigned or needed.

Requirements
- Minimum of eight years public health, nonprofits, community engagement, or clinical or program experience.
- Minimum of five years of supervisory experience.
- Bachelors degree in Public Health, Public Policy, Public Relations, Marketing or equivalent experience required.
- Master’s degree or equivalent experience highly preferred.
Qualifications:
- Training in program design, management and evaluation, or MCHES a plus.
- Must be able to design, implement, and monitor an effective community relations and outreach program.
- Proven track record of building relationships with internal stakeholders and external partner organizations.
- Possess a high degree of organization, ability to solve problems independently, and work with others in a congenial and collaborative manner.
- Superb judgment and emotional intelligence with ability to diffuse situations and forge consensus among divergent views.
