Senior Program Manager for Parking Technology and Innovation

Job description

In order to be considered for this position the candidate must be serving permanently in the title of Administrative Staff Analyst or be reachable on the civil service list, or eligible under the 55a program.

The New York City Department of Transportation (NYCDOT) - Parking Planning and Policy Unit seeks an ambitious, entrepreneurial professional to fill the newly created role of Senior Program Manager for Parking Technology and Innovation. Under direction with latitude for independent initiative and judgement, the candidate will be responsible for supporting, leveraging, and advancing existing and proposed DOT curb management systems and technologies that govern metered and managed-use parking spaces, as well as leading project and program management activities related to parking payment and curb related technologies.


The successful candidate will have experience in contract management and oversight, the ability to evaluate and monitor vendors work and performance against metrics and objectives in contract documents, create and maintain business process flows, performing in-depth data analytics and document system and business requirements.
The candidate is expected to have experience in the analysis of ongoing and new business processes, contract management and oversight, developing and implementing strategic and tactical recommendations for improvements, as well as the ability to support and assist in managing Parking's existing supportive technology systems, including various Geographic Information Systems (GIS) databases, Asset Management tools, data collection systems and new analytical processes. The successful candidate should be able to prepare policy, operational, financial, and technological documents and recommendation on how to anticipate, shape and respond to these emerging technologies. Finally, the incumbent will be expected to communicate regularly with DOT staff and leadership, be detailed in asset management and reporting, understand contractor responsibility, and negotiate solutions. The candidate may also be involved in the procurement and implementation of such new technologies and programs and conduct various technical planning analyses as directed by supervisors.

-Demonstrated experience and knowledge new or innovative transportation and curb management strategies and associated services, with a focus on parking and curb management.
-Previous experience in the coordination and implementation of technology and operational programs, as well as management of client relationships
-Demonstrated ability to form and maintain strategic partnerships and relationships both internally and externally as well as ability to initiative new projects, concepts, and programs.
-Excellent written and oral communication skills, as well as strong interpersonal and communication skills.
-Experience and understanding of governmental processes and considerations including contracting, funding, and political considerations. Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or


2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
