Reporting to the Senior Program Officer for Quality, the Program Officer will review and analyze program policies and inquiries, monitor affiliate programs and progress in compliance with the Department of State (DoS) and Global Refuge standards to ensure provision of timely and quality services to refugees and migrants. The position will provide and coordinate programmatic support that promotes self-sufficiency and community integration with focuses on program leadership and management, affiliate relationships, social engagement practices, and knowledge management.

DUTIES
- Monitor and evaluate Reception & Placement (R&P) affiliates' programs, analyze progress and capacity, and determine resettlement trends through day-to-day technical assistance on compliance issues as presented by the affiliates' staff, Refugee Agencies (RA), partners, service providers, and stakeholders as required by DoS and Global Refuge guidelines.
- Extensively coordinate and conduct affiliate remote and on-site monitoring visits that involve meeting with various stakeholders; reviewing program files; interviewing affiliate staff, refugee families, and community leaders; and reviewing programmatic reports, proposals, financial reports, and statistical information.
- Write detailed site visit reports, including recommendations and action plans related to issues of service delivery, documentation and/or reporting.
- Complete detailed summaries of desk audit results, including recommendations and action plans related to issues of service delivery, documentation and/or reporting.
- Provide support and technical assistance to affiliates undergoing federal monitorings of their R&P programming, including reviewing and editing pre-monitoring material and formal report responses to ensure compliance with grant requirements.
- Create and facilitate trainings and resources related to quality assurance, monitoring, or other relevant topics throughout the year in coordination with the Resettlement and Integration units.
- Work collaboratively with Resettlement and Integration Services' units, departments within Global Refuge and affiliate partners to learn and share resources and best practices.
- Execute other duties as assigned by supervisor.
QUALIFICATIONS
- Undergraduate degree in social work, social sciences, non-profit management, or related field; graduate degree preferred.
- A minimum of 3-5 years of experience in non-profit immigration or social services programs.
- Experience working with the resettlement programming strongly preferred.
- Experience working with refugees, immigrants or limited English speakers.
- Experience in interpreting contract compliance, developing and delivering training and providing technical assistance to service providers and staff.
- Strong writing skills, with ability to write and edit reports and clearly interpret technical requirements.
- Ability to establish effective relationships with colleagues and partners.
- Outstanding organizational skills and ability to manage multiple projects simultaneously with attention to details.
- Proficiency in Microsoft Office applications, knowledge in database management and other computer applications.
- Deep commitment to Global Refuge's core values and ability to model those values in relationships with colleagues and partners.
- Experience with and commitment to working in a very diverse workforce.
- Ability and willingness to travel nationally up to 50% of time.
