Duties
Description of Duties:
- Conducts scientific DNA analysis associated with criminal investigative casework involving large amounts of cellular material and a small number of items of evidence from which results are easily obtained. This involves isolating, extracting, and amplifying human DNA from blood or physiological fluid-stained items. Identifies the genetic profile of the extracted forensic DNA through the use of various chemical and biological techniques.
- Compares known and unknown DNA profiles and statistically interprets the results as a match, non-match, or inconclusive. This involves performing human population statistical analysis for determining the likelihood of occurrence of generated genetic profiles. Prepares official reports detailing the analytical results of tests performed that provide investigative and prosecutorial information and are suitable for use in a court of law.
- Performs practical exercises and supervised casework that are assigned to develop proficiency in conducting forensic DNA analysis of a wide variety of evidentiary material.
- Conducts scientific DNA analysis of physiological samples collected from known individuals such as convicted offenders. Identifies the genetic profile of extracted DNA through the use of various chemical and biological techniques.
- Participates in validation tests of new DNA equipment and technologies under supervision. Provides technical data relative to whether new equipment, technologies, and automation are scientifically reliable and can effectively produce the desired analytical results. Conducts performance tests of existing equipment and technologies in the Casework and Database Sections to verify proper performance.
- Performs evidence and database custodial duties such as receiving, logging, storing, and returning submitted evidence/samples according to established procedures in order to maintain a continuous chain of custody and the integrity of the evidence/database samples. Complies with policies and procedures outlined in the Pennsylvania State Police, Bureau of Forensic Services (BFS) Quality Assurance Manual and Safety Manual as well as the BFS DNA program manuals. Follows the laboratory’s quality system and accreditation requirements. Performs work in accordance with ANAB criteria and FBI Quality Assurance Standards that govern forensic DNA analysis.
- Travels to/from courts of law. Testifies as an expert witness by giving facts, offering opinions and drawing conclusions concerning evidence that has been examined. Attends and participates in training and development activities for purposes of maintaining and expanding upon forensic DNA analytical knowledge.
- Performs related tasks, as required, to include those found in Enclosure 3 of the Bureau of Forensic Services Continuity of Government (CoG) plan when the Department’s CoG Plan is activated. Responds to the designated alternate or secondary location when directed in response to a catastrophic incident.

Requirements
Minimum Experience and Training Requirements:
- Successful completion of the Forensic DNA Scientist Trainee program (commonwealth title); or
- Successful completion of the Forensic Scientist Trainee program (commonwealth title) and three credits each in molecular biology, genetics, biochemistry, and population genetics or statistics; or
- One year of professional laboratory work experience in the chemical, physical, or biological analysis and comparison of substances or materials, and a bachelor’s degree in chemistry, biology, forensic science, or a closely related physical or natural science, which includes or is supplemented by 16 college credits in chemistry and three credits each in molecular biology, genetics, biochemistry, and population genetics or statistics.
