Senior Paralegal

Section 1 - Position Summary

Under general supervision, the Senior Paralegal provides direct legal assistance to the General Counsel, applying knowledge of law and legal procedures in developing and maintaining organizational approaches, drafting and reviewing of documents, researching statutory and case law, assisting in litigation matters and special projects. Under the supervision of an attorney, provides legal review of Public Information Act responses and develops training materials and responds to public information inquiries in coordination with the records department.

Section 2 - Major Responsibilities
• Develops processes, procedures, and organization of the District's legal documentation. Manages engagement contracts and processes legal invoices from outside counsel in coordination with departments across the organization.
• Drafts, reviews, analyzes and/or revises a variety of contracts, including service contracts, chemical supply, engineering services and technology contracts. Reviews administrative memos, resolutions, policy drafts and other documents including but not limited to: interlocal agreements, memoranda of understanding, etc.
• Reviews and drafts other related real estate documents for review by attorney.
• Provides legal support for open governance, agenda reviews, minutes reviews and Texas Open Meetings Act research and guidance to staff under the supervision of the General Counsel.
• Research statutes and case law using computer-based and traditional library resources; provides analysis to attorney on findings.
• Provides support to attorney in all stages of litigation and administrative hearings including drafting pleadings, discovery, motions, deposition, and trial/hearing preparation.
• Responds to internal and external calls for information on statutes, ordinances, and other District related matters as authorized by General Counsel.
• Assists in all phases of property acquisition and sale process; provides oversight and reviews preparation and review of real estate documents for accuracy and completeness prior to forwarding to attorney.
• Assists with responding to open records requests by working with the Records Department in drafting responses, determining applicable exceptions to disclosure with supporting authority; participates in developing and implementing a training program on open records relative to the common exceptions and charges that are incurred in responding to open records requests and necessary documentation.
• Assists with real estate and construction matters and coordinates between staff and outside counsel.
• Assists with special projects and District-wide legal matters as assigned by the General Counsel.
• Performs other duties as assigned.

Section 3 - Knowledge, Skills & Abilities

Position requires excellent organizational skills; work independently; communicating effectively both verbally and in writing; analyzing, interpreting, and explaining legal concepts and District policies; operating a computer keyboard to prepare, draft, review, and finalize documents. Ability to use legal research tools independently.

Section 4 - Education and Experience

Bachelor's Degree with course work in Government, Law, or related field; or completion of a paralegal or legal assistant program consisting of 15 hours of substantive legal courses plus 45 hours of general college curriculum.

At least five years of experience as a paralegal. Prior public sector experience preferred. At least two years must be direct experience in an office with demonstrated performance in the knowledge of the functions of the office in document preparation, agenda processes, collection and litigation matters, and application of those skills, and drafting legal and regulatory documents with minimal supervision.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Section 5 - Environmental Factors, Activity Levels and Equipment

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or stoop, kneel, reach, push, and pull drawers and open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
