SummitET is seeking an experienced Project Manager to lead, direct, and oversee the performance and facilitation of a DOJ Alcohol, Tobacco, Firearms, and Explosives led counter improvised explosive device (IED) Raven's Challenge exercise series in support of national preparedness. This tactical counter-IED exercise series is focused upon the interoperability of capability between public safety bomb squads and military explosive ordnance disposal units using dynamic and realistic training scenarios. The exercises are conducted across the country using cutting-edge technologies and interoperable communications with Federal, state, and local certified explosives specialists, arson experts, and bomb technicians to train, build, and test nationwide capability for the safe and effective response to resolving explosive threats. The objectives of the exercise include the exchange of tactics, techniques, and procedures, and enhance team building and liaison.
Key to this position is providing leadership, direction, and SME oversight for the successful implementation of the contract through effective project management skills. This is a full-time position located at the Bureau of Alcohol, Tobacco, Firearms and Explosives National Center for Explosives Training and Research in Huntsville, AL.

Key Responsibilities
- Interface with the client program manager to provide quality customer service and deliverables.
- Lead, coordinate, and perform project management tasks to ensure alignment of project execution with client goals, objectives, and budgetary constraints. This includes the following:
- Directs all activities in support of the Program Manager
- Makes assignments, tracks, directs, coordinates, oversees, and provides subject matter expertise guidance for critical tasks performed by the contract team.
- Develops, oversees, and tracks exercise scheduling of participants and controllers.
- Manages the application, approvals, purchases, and tracking of Other Direct Cost expenditures for the purchase of supplies and equipment to effectively conduct program execution.
- Manages the application, approvals, and tracking of contractor, participant, and controller travel.
- Oversees the development of exercises documentation protocols, development of scenarios and Ground Truth documents that achieve client objectives and comply with HSEEP protocols.
- Oversees and manages the development and delivery of all products and services.
- Fosters and leads team compliance with applicable law, regulation, contracts, security, safety, and SummitET processes and procedures, code of conduct, and professional standards.
- Provides effective and positive leadership and SME experience in managing the contractor team comprised of different backgrounds and disciplines to produce exceptional quality deliverables in compliance with client policy and law.
- Conducts liaison between Public Safety Bomb Squads and Joint Service Military Explosive Ordnance Disposal elements to ensure full implementation of exercise goals and objectives.
- Supports client outreach at professional conferences, symposiums and other public engagements designed to promote and enhance the program.
- Continually reviews products and services for accuracy, realism, and dynamic innovation and ensure continual improvement through corrective action planning and implementation.
- Continually demonstrate outstanding customer service, excellent judgement, and strong ethics in all aspects of performance.
Requirements
- Bachelor's degree.
- Graduate of an accredited U.S. military Explosive Ordnance Disposal School and have over fifteen (15) years of operational Explosive Ordnance Disposal experience.
- Fifteen (15) years of progressive experience in management, organization, or business improvement services, with at least ten (10) years of managing and directing a multi-discipline staff and subcontractors.
- Two (2) years of project management experience, to include budget, procurement, and travel.
- Two (2) years of experience in managing large scale Public Safety Bomb Squad and Military EOD Exercises.
- Two (2) years of experience in managing the RFMSS web interface.
- Two (2) years of experience coordinating with Army FOUPS and COUPS for integrating exercise requirements.
- Two (2) years of experience supporting Raven's Challenge Exercises as an OC or primary staff.
- Fully qualified in all Homeland Security Exercise and Evaluation Program (HSEEP) requirements, completed HSEEP Basic Certification K0146 and certified as a Master Exercise Practitioner Program (MEPP) Course K0136 from FEMA Emergency Management Institute.
- A professional level of fluency in Microsoft Office suite of applications.
- Must be willing and able to travel domestically frequently.
- Ability to speak and write in the English language in a clear and concise manner to various audiences.
- Reside in the environs of Huntsville, AL
- Ability to obtain a Top-Secret National Security Clearance.
- Possess a valid driver's license.
