Job Description and Duties

Under the general direction of the Information Technology Manager I, the Information Technology Specialist (ITS) II is the technical lead and subject matter expert for the Firearms systems, comprised of databases containing sensitive and confidential data, and a complex suite of applications, gateways, and multi-system interfaces. The ITS II is responsible for leading the design, development and maintenance of multiple highly scalable, fault tolerant, business critical, internal and external facing applications. The ITS II drives the adherence to standards, processes and policies and plays a leadership role in setting architecture guidelines within the Application Development Bureau (ADB).

The ITS II performs project lead responsibilities over one or more applications and works both independently and as a team leader to prioritize work, develop work plans and manage task assignments. The ITS II reviews existing applications to detect deficiencies and opportunities for improvement; provides solution and design recommendations that align ADB’s standards and best practices, develops the roadmaps and the plans required to implement these recommendations, and leads and mentors the team of analysts and developers throughout the project lifecycle.

Working Conditions

This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


• Understanding and ability to participate in all phases of the SDLC including requirements gathering, business analysis, configuration management and quality control desired.

• Highly proficient in Java/J2EE & related components, frameworks and technologies, including but not limited to Java Server Pages (JSP), Servlets, Java Message Service (JMS), Java Persistence API (JPA), OpenJPA, Spring Core, Spring MVC, Spring Boot.

• Strong working knowledge of ensuring a quality product delivery using DevSecOps principals and tools such as Maven, Jenkins, automated regression testing, static code analysis tools, dynamic code analysis tools, artifact repositories and performance testing tools.

• Strong working knowledge of code branching and merging and configuration management.

• Working knowledge on Web Technologies such as HTML, CSS, JavaScript, Angular or similar JavaScript frameworks like React, Vue and JQuery, Markup Languages such as XML and JSON.

• Experience with PL/SQL and strong working knowledge on SQL Queries, Stored Procedures, Triggers and ability Tune SQL Queries.

• Experience with tools such as Jira, Confluence, and BitBucket.

• Ability to prioritize projects and develop solutions while adhering to overall Information Technology standards.

• Strong work ethic with the ability to work independently, and to prioritize and manage work to meet critical timelines in a fast-paced environment.

• Excellent verbal and written communication, presentation and technical coaching skills.
