Job Description and Duties

The California Lottery is looking for a highly experienced and seasoned Head of Promotions and Retail Marketing to develop, oversee, and lead the Lottery's retail marketing, promotions and event marketing efforts.

Under the general direction of the Chief of Consumer Marketing, the Head of Promotions and Retail Marketing leads the team responsible for the development of point of sale, consumer and retail marketing promotions, and the Lottery's presence at events, fairs and festivals. All these efforts build the awareness of the Lottery brand, motivate consumers to play Lottery games, increases player loyalty to generate contributions to education.

This position is headquartered at the Sacramento Office and is eligible for either a remote-based or office-based telework schedule. Employees must be able to report to their assigned headquarters office as needed. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires employee residence in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Bachelor's degree, preferably with a specialization in marketing, communications, business or related field.
• 5+ years of experience in marketing at a senior or managerial level with an emphasis in one or more of these areas - retail marketing, events and experiential marketing, and/or consumer promotions. experiential marketing, and consumer promotions.
• Extensive management experience and ability to lead a team. Must have the ability to provide direction, guidance, motivation and oversight to team members, in order to carry out plans and projects that meet objectives, timeline and budget. Must also have strong team building skills to develop a collaborative performance culture.
• Excellent verbal and written communication skills to communicate and gain alignment of unit programs, projects and efforts with various stakeholders and leadership. Have the ability to weigh competing priorities, manage tradeoffs and evaluate opportunistic new ideas with leadership and stakeholders.
• Ability and experience building successful relationships with internal and external stakeholders to establish collaborative partnerships and work as a collaborative member of the larger Marketing organization.
• Demonstrated experience in developing, implementing, and managing strategic marketing plans or efforts. Must have the ability to think strategically and tactically.
• Have marketing experience in the consumer packaged goods (CPG), entertainment, gaming or lottery industry.
• Ability to manage time and multiple priorities effectively.

Statement of Qualifications

STATEMENT OF QUALIFICATIONS REQUIRED

A Statement of Qualifications (SOQ) is required. To be consider for the postion, applicanst must submit an SOQ along with their application. The SOQ is a written narrative response to specific questions that serves as docuemtnation of each dandidate's abilites, experiene and qualifications for the position. The SOQ should be well written, clear and concise, and respond fully to the questions asked. SOQs must be no more than two (2) pages in length, and typed using no less than 12 point Arial font. The SOQ must address the following questions and in order listed below:

1. Describe your experience developing and executing strategic retail marketing initiatives, experiential events, and point of sale and product promotions. In your response, please describe the product/brand, critical elements of the project and metrics.
2. Describe your experience managing or leading a team. In your response, please describe your management style and the number of people under your direction.
