Appointment Type: Permanent-Exempt. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents serve at the discretion of the Appointing Officer.

Under the direction of the Assistant Director, the Legislative Affairs Manager will oversee, plan, monitor and manage the implementation of several legislated initiatives that significantly affect the Department of Building Inspection, such as: the Compliance Control Ordinance; the vacant building/storefront policies; enacted and anticipated new green building legislation, including building electrification, recycled water and other legislation; and supporting work around the new building code cycle work happening this year. In addition, the incumbent will work on legislative issues affecting the Department, build relationships with legislators and staff and represent the department at public meetings.

This position entails a variety of administrative and legislative responsibilities as it pertains to new and existing legislation. The incumbent will primarily be responsible for tracking, monitoring and analyzing pending legislation and other issues through regular interaction with the offices of the members of the Board of Supervisors, as well monitoring state legislation affecting the department. The incumbent will assist in evaluating the impact of specific legislation on the Department’s budget and operations and working with department leaders to develop policies and procedures to implement any newly enacted legislation. The incumbent will also receive, track, monitor and respond to feedback on DBI’s implementation and work with department personnel to streamline processes where possible.

The Legislative Affairs Manager’s specific deliverables include a legislative strategy plan for each initiative to think through any additional changes that need to be made (administrative bulletins, code changes, etc.) on a policy level and a legislative engagement timeline; implementation plans for the projects, including an analysis of the effects on the Department, how the Department will work with other agencies and a staffing plan for each; communications and outreach plans (developed in partnership with the Communications Director) for educating the public on the changes, as well as staff training needed.

Qualifications:
Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
