Job description
This is advanced technical and supervisory work in landscape design and construction.
An employee in this class assigns, coordinates, and supervises activity for the development and completion of landscape design, job site inspections, related research, grant writing and plan review in conjunction with the various phases of public improvement landscaping projects.
Works under general supervision frequently exercising considerable ingenuity and independent judgment in planning work and making technical decisions. Ensures that completed work complies with policy and technical standards. Duties may require working in inclement weather.
Coordinates and supervises activities for the construction of larger landscape projects and ensures conformance to specifications of materials, supplies and construction techniques. Reviews plans of proposed work for points of conflict and appropriateness of design aspects. Prepares, reviews, and approves technical documents such as reports, plans, specifications, material quantities, and cost estimates for assigned projects. Responds to questions and complaints from property owners, contractors, developers, utility company personnel and other interested parties. Participates in preconstruction meetings. Approves monthly payments to contractors. Responsible for construction contract administration. Monitors contractor progress and work quality. Coordinates and ensures the enforcement of construction contracts, plans and specifications, as well as federal, state and local rules, regulations and standards. Uses computerized drafting procedures to prepare and update a variety of detailed drawings, records, maps, and plans. Maintains continuous contact with contractors, developers, utility company personnel, property owners and others to anticipate, identify, and solve problems related to project activity. Drives to work sites, meetings, and trainings. Performs related work as required.
Graduation from an accredited college or university with a baccalaureate degree in horticulture technology or closely related field and a minimum of one year of paid experience above the entrance level in landscape design and construction inspection work. College coursework may be substituted by paid experience above the entrance level in landscape design and construction inspection work on a year-for-year basis. Possession of an Ohio Department of Agriculture Commercial Applicator license and a Certified Arborist designation with the Municipal Specialist endorsement from the International Society of Arboriculture (ISA) or must obtain within 150 days of appointment. Possession of a valid Ohio driver’s license.
Thorough knowledge of the methods, materials and practices used in the design and construction of public improvement landscape projects. Considerable knowledge of computerized drafting procedures, materials, tools, and equipment. Knowledge of the principles, practices, and techniques of space design, park design, street tree improvement, erosion control and soil condition evaluation. Considerable knowledge of landscape management, turf management, tree and plant care and botanical nomenclature. Considerable knowledge of the design and installation of irrigation systems.
Ability to effectively carry out all design, inspection, and construction aspects for landscape construction projects. Ability to effectively utilize computerized drafting software. Ability to identify diseases and associated insects which may damage trees, shrubs, and plants. Ability to effectively maintain records and prepare accurate and concise reports both manually and by computer. Ability to establish and maintain effective working relationships with others at all levels of the public and private sectors. Ability to safely operate a motor vehicle. The selection process will consist of a competitive examination with credit for education and experience. A passing score must be obtained on the competitive examination in order to receive credit for education and experience. TEST WEIGHTS: Competitive Examination 70%, Education 20%, Experience 10%. Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment. Since this examination is posted on a combined basis, two separate eligibility lists will be generated with promotional candidates considered before open candidates.NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 70% for qualifying, 20% for education, and 10% for experience. RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades. VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to their passing grade, must submit proof of discharge in the form of a DD-214 with application. DRIVER’S LICENSE: An applicant having a valid driver's license from another state will be accepted conditionally provided that, if selected, an Ohio Driver's License must be obtained prior to appointment. Candidates having six or more points on their driving record at the time of appointment will be disqualified from further consideration.
