The proposal manager will play a critical role in supporting the growth of our company by identifying new business opportunities and managing the proposal development process. The ideal candidate has experience in government procurement and proposal development, as well as a strong understanding of emergency management and disaster response. This individual should also possess experience successfully leading proposal operations, meeting tight deadlines, and submitting comprehensive, winning proposals.

Responsibilities
- Lead and manage the development of complex, comprehensive, and competitive proposal submissions for the company.
- Develop and manage the company's proposal process from start to finish, including identifying new business/solicitation opportunities, creating proposals, and submitting final proposal products. This includes the development and refinement of templates and creation of standardized processes related to proposal development.
- Analyze the solicitations, create compliance matrices and production matrices, create a proposal outline/response template, and guide the team in creating the strongest response possible. This includes fully understand the solicitation process and all requirements.
- Maximize internal processes and tools to ensure team is progressing and meeting deadlines throughout the proposal lifecycle.
- Manage and maintain the firm's centralized proposal library, project profiles and descriptions, staff resumes, etc. Maintain document control.
- Serve as the point person for all assigned proposals and engage with Business Leaders and all functional areas (HR, Contracts, marketing and research, business development, SMEs, IT, etc.) to manage all aspects of the proposal.
- Facilitate key proposal meetings--kick off, solutioning, status, color team reviews, debriefs—with appropriate agendas, goals, and clearly articulated action items.
- Ensure that all requirements are carefully completed, and final proposals are not only compliant, but submitted on time in order to meet client deadlines and specifics.
- Maintain a positive attitude and work in direct partnership and collaboration with SMEs and other proposal team support staff.
- Perform quality checks on proposals assigned to other colleagues and proposal team members, as needed, and provide insight, leadership, and work guidance to authors on all proposal content.
- Train and mentor proposal staff and provide continual guidance for improvement, as needed or requested.
- Conceptualize key themes from leadership and SMEs and convey concepts to Marketing/graphics team using sound judgment on how to develop the most effective presentation of the material to the targeted audience.
- Identify proposal process enhancements to continually improve the effectiveness of company proposals and company's response to teaming partner data calls.
- Collaborate with team members to prepare technical approaches, staffing plans, and other proposal necessary proposal content.
- Develop and maintain relationships with clients and partner firms to ensure that they are satisfied with their experience working with the company.
- Assist in the development of marketing materials, including case studies, white papers, and capability statements, if requested.
- Maintain a library of proposal materials, including proposal templates and master files, past performance examples, resumes, and other materials.
- Track and analyze proposal metrics, FOIAs, and incorporate feedback to improve proposal development processes.
- Participate in the company's BD and capture-related meetings.
- Perform all other duties as assigned.
Requirements
Knowledge Skills and Abilities:
- Knowledge and understanding of the emergency management and disaster management industry.
- Understanding of key response and recovery strategies and solutioning for government clients.
- Demonstrated track record of delivering and winning successful proposals.
- Excellent conceptual, problem solving and analytical skills.
- Demonstrated ability to handle urgent/time sensitive proposal delivery deadlines.
- Strong communications skills, including strong writing ability.
- Ability to manage multiple projects in a fast-paced, deadline-driven environment.
- Strong attention to detail and ability to create high-quality documents under pressure.
- Excellent written and verbal communication skills
- Proficiency in Microsoft Office Suite and Adobe Creative Suite.
- Ability to work collaboratively with teams and individuals.
Preferred Qualifications:
- Proposal development, management, and delivery experience for government clients in the emergency management field.
- Proposal training and/or certification(s) from APMP or other recognized institutions.
- Experience with Salesforce or other recognized CRM systems.
- Experience with writing proposals for Emergency Management, Disaster Recovery, or similar fields.
- Experience with developing proposals in response to Federal solicitations.
- Understanding of capture process.
- Experience working on proposals that involve collaboration and engagement with teaming partners, in both a prime and a subconsultant role.
Required Qualifications:
- Bachelor's degree in business, marketing, communications, journalism or a related field.
- Years of experience can substitute for education requirement on a year for year basis on top of the requirements.
- Minimum of 5 years of experience in proposal and qualifications development, writing and editing.
- Proficient with Microsoft Office applications, including Word, Excel, and PowerPoint, Adobe and other needed marketing software.
Physical Demands:
- May require sitting or standing at hours for a long period of time.
- Mobility around client sites necessary.
- May require long hours at a computer.
- Ability to lift up to 30 pounds repetitively as needed.
Work Environment:
- Home Office unless required to attend meetings at a client site or deployed to a client site.
- Deployment may require work in austere locations and various weather conditions.
- All ACDC positions are remote work site positions with the home location agreed upon at time of hire.
- All ACDC positions require travel to client sites or for emergency activations/deployments, as requested.
Additional Qualifications:
- Must be 18 years of age or older.
- Must pass background check upon offer of employment.
