Position description

The Department of Environmental Science, Policy, and Management at the University of California, Berkeley seeks applications for a Specialist in the Grantham Lab, in the area of Project Evaluation.

The Program Evaluation Specialist will focus on the multi-institution UCOP Climate Action Research Initiative project, "COEQWAL: Equitable stewardship of California's water in a changing climate." The project aims to democratize the tools and information used in water allocation planning in California. COEQWAL will follow a structured, participatory process to develop alternative water management scenarios for California. This co-design process will occur through facilitated engagement with researchers and diverse end-users, including disadvantaged communities, environment organizations, tribes, agricultural groups, municipalities, and water management agencies. The 2-year, $9M project will support a team of over 50 researchers from 7 academic institutions across California. The project will also engage dozens of external entities, including NGOs, community groups, water districts, state and federal government agencies, and Tribal governments.


Responsibilities:
The Specialist will be responsible for tracking, evaluating, and reporting multiple dimensions of the project, including:
1) progress with respect to project milestones,
2) efficacy of collaboration within the project team, and
3) extent to which the project meets stated aims.

Evaluation will involve a mixed methods approach intertwining both quantitative survey methods and qualitative (i.e., observation and interview) methods. The Specialist will work with the leadership team to develop specific process metrics that will measure progress with respect to project milestones and efficacy of internal collaboration. The Specialist will be responsible for staying apprised of emerging issues and problems and maintains technical competence in the designated area(s) of specialization. Within this defined area, the Evaluator is expected to provide leadership, facilitate teamwork and develop collaborative relationships with colleagues and to supply input into the planning of program evaluation.


Specific responsibilities include:
1) Attend and participate in Leadership Team meetings
2) Work with the PI and Leadership Team to solicit program members' contributions and participation in project evaluation
3) Work with the Program Manager to review and maintain IRB as needed for the evaluation.
4) Work with the Leadership Team to select and clarify key goals for the participatory approach across organizational teams (e.g., understanding, advancement, and collaboration)
5) Select or create instruments for data collection for key project goals
6) Collaborate with organizational teams to implement evaluation methods for assessing the impact of specific team objectives
7) Maintain a database for tracking evaluation data
8) Analyze evaluation data and prepare effective summary reports
9) Communicate formative feedback to the Leadership Team
10) Contribute written summative feedback to be submitted quarterly
11) Other responsibilities as needed

Qualifications
Basic qualifications (required at time of application)
PhD or equivalent international Degree

Additional qualifications (required at time of start)
Minimum of four years' experience designing and implementing mixed methods program evaluation.

Preferred qualifications

PhD in Education or related field which involves training in assessment of program outcomes

Preferred experience within an interdisciplinary research setting

Knowledge and experience working on topics related to California water

An understanding of research funding and reporting processes at UC Berkeley and/or other higher education institutions

Proficiency in statistical software programs, including SPSS and R, or equivalent

Specialized knowledge in areas of survey instrument development, psychometrics, qualitative methods, and research in areas related to learning and development in science education and research training.

Demonstrated expertise in designing and implementing evaluation plans

Familiarity with human subjects' protocols and Institutional Review Board requirements

Outstanding communication skills with expertise in engaging broad and diverse constituency, including researchers, staff, students, funding agencies, community members, NGO and government agencies, individual donors, and media in a dynamic, multi-cultural setting

Familiarity with concepts and tools related to team science, collaborative planning, and co- production methods

Willingness and availability to travel occasionally
