WHAT YOU WILL DO
OHCS distributes funding allocated from state and federal programs for new construction, rehabilitation, and preservations of affordable rental housing statewide. OHCS currently manages upwards of fifteen active development funding programs including but not limited to 9% Low Income Housing Tax Credit (LIHTC), 4% LIHTC, Private Activity Bond Conduit Loans, HOME, National Housing Trust Funds (HTF), Local Innovation & Fast Track (LIFT), Permanent Supportive Housing (PSH), General Housing Account Program (GHAP), Housing Development Grant Program (HDGP), Oregon Affordable Housing Tax Credit (OAHTC), Agricultural Worker Housing Tax Credit (AgWHTC), Veterans GHAP, and Oregon Rural Rehabilitation (ORR). This position was created as part of executive orders to address housing in Oregon.
This position directs and manages the Technical Advisor and Pre-Development programs on the Pre-Development Pipeline Team within the Affordable Rental Housing (ARH) Transactions section. The purpose of this position is to serve as the manager of OCHS’ programs and technical support that to manage a pipeline to development funds. ARH Pipeline manager will ensure that technical support and programs are available to aid development partners in the early stages of the development process. This section will track affordable housing in the very early stages of development, provide technical advice and consultation in OHSC program structures allowing development partners to make decisions on project development early in the planning stages.
The ARH Pipeline Manager should have a working knowledge of affordable housing development and the development and funding processes of OHCS.
Builds and maintains relationships with project partners, public and/or private lenders, philanthropic organizations, tax credit investors, key stakeholders, and other critical partner groups that enable the Division to gain acceptance and support of program delivery and policy implementation that effectively meets the needs of affordable housing across the state.
This team provides critical development partnership between OHCS and our development partners that directly impacts the ability to build affordable housing utilizing complex funding structures. This position will advise through the review and analysis of complex development structures; develop relationships with partners and relay consistent branding and message content to inform internal and external stakeholders regarding programs and changes to existing processes.
MINIMUM QUALIFICATIONS
Six (6) years of supervision, management, or progressively related experience
-OR-
Three (3) years of related experience and a bachelor's degree in a related field.

Real estate experience preferred.
Experience working with nonprofits or for-profit real estate developers.
Experience managing a portfolio of customer relationships, and act as the primary contact for partners.
Experience evaluating affordable housing applications for Federal and State funding to develop proposed affordable housing projects.
Familiar with complex deal structures, including Low Income Housing Tax Credits, tax-exempt bonds, Federal HOME & HTF funds, and structured participations.
Communicate effectively in writing.
Experience engaging partners in community and helping them to manage complex state and federal programs.
Ability to identify complex problems and evaluate related information to develop options and implement solutions.
Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.

AFFORDABLE RENTAL HOUSING DIVISION
OHCS’s Affordable Rental Housing (ARH) Division serves as the state’s housing finance agency. OHCS provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The ARH Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the development of new multifamily rental units and the acquisition and rehabilitation of multifamily rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 Contract for the state of Oregon.
