Job Overview

The Deputy Superintendent of Teaching and Learning assists the Superintendent in the development, implementation, and evaluation of the District's instructional priorities, academic programs, extra/co-curricular programs, and student services to ensure student success. The Deputy Superintendent of Teaching and Learning provides leadership and oversight to District schools to ensure fidelity of implementation of the instructional vision through effective curriculum, assessment, and student programming. The incumbent coordinates the allocation of resources to support school improvement, while ensuring alignment to the District vision for teaching and learning to improve student achievement and provides organizational leadership to ensure implementation of the District curriculum, access to student programming and support services, and effective school leadership while being committed to championing the needs of students.

Position Description

Essential Duties and Responsibilities

Serve as a leader to assist the Superintendent and Board to develop an instructional vision for the school district and a comprehensive long-range plan to improve student achievement. Recommend to the Board, annually, district-wide goals and monitor and report to the Board on the progress toward achieving established goals.
Oversee the ongoing development and evaluation of curriculum, instruction, assessment, professional learning, and student programming that will allow all students to achieve their highest potential and be successful in meeting TEA and FBISD’s learning standards, while continuing the District's focus on providing well-balanced education, activities, and programs.
Oversee and support leadership development and monitor effectiveness of school site leaders. Establish instructional leadership systems and supports that build capacity in leaders, allocate effective resources, and increase student achievement across schools.
Oversee, support leadership development, and monitor effectiveness of program leaders for curriculum, student services, and co/extra-curricular programs. Establish systems of student support services including special education, gifted and talented, multilingual, pre-kindergarten, and mental health/counseling to ensure the success of all students.
Oversee and coordinate district school improvement efforts including development, oversight, and implementation of school improvement plans to improve academic performance of campuses.
Actively promote an instructional vision and programming that fosters a positive school/organizational climate where all children can learn in a safe and nurturing environment. Establish effective communication to build support, unity and trust among the Superintendent, Board, administrators, district staff and community stakeholders.
Lead implementation of effective systems for data analysis including local, state, and federal accountability systems to promote continuous improvement across the organization.
Provide long term planning to guide the Superintendent and Board in policy development tied to academic and instructional programs. Present recommendations for the adoption or revision of Board policies, communicate Board policies to members of the Board, personnel, students, and the public, and ensure through delegation to staff that all policies of the Board are implemented.
Understand the dynamics of demographic, economic and social-emotional change in the Fort Bend ISD community and provide proactive planning to meet the needs of a diverse student population.
Represent the school district before the public and establish and maintain a program of public relations to keep the public well-informed of the programs and activities, policies, and practices, and needs and successes of the school district, so as to promote a positive relationship between the school district and the community.
Maintain open lines of communication and cooperative working relationships with other government agencies. When appropriate, attend meetings of other government agencies to advance the interest of the school district.

Supervisory Responsibilities

Execute supervisory responsibilities for administrators of assigned departments and programs in accordance with the District’s policies and applicable laws
Recruit, interview, submit recommendations for hire, develop and retain the highest quality of teachers, administrators, and support staff
Plan, assign and direct work in alignment to organizational goals
Understand and fairly administer policies concerning employees, providing an inclusive environment that fosters open communication and promotes high staff morale and excellence in the district
Oversee and appraise performance of direct reports by managing and evaluating work, providing feedback, recognizing work well done, addressing unsatisfactory performance, and providing opportunities for professional growth and development
Reward and discipline employees in alignment with the Code of Ethics and Employee Handbook using the 4D model and/or progressive discipline
Address and resolve work related concerns and complaints in alignment with the Code of Ethics and School Board Policy

Qualifications:

Master's degree in educational administration or a field appropriate to the assignment
Doctorate degree preferred
Valid Texas Mid-Management or Principal Certification
Valid Texas Superintendent Certificate Preferred
Minimum of 7 years of District Leadership experience
Minimum of 5 years of experience serving as Executive Leader
Knowledge/Skills/Abilities
Proven record of improving academic and organizational success
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordinator of people and resources
Knowledge of how a school District functions and understanding of the roles of the Board, Superintendent and campus administration
Ability to evaluate all programs based on effectiveness
Ability to manage budget and personnel
Ability to manage District-wide initiatives
Ability to ensure policies are implemented throughout District
Strong organizational, communication, public relations and interpersonal skills

Salary Range:

$190,245 - $270,148
