Job description
The Garrett Group (TGG) is seeking a Capabilities Development Subject Matter Expert (SME). Candidates should be experienced professionals with experience analyzing capability portfolios in the USSTRATCOM mission sets. Familiarity with military data structures/tools and acquisition strategies is key. Suitable backgrounds include those with experience in A8, G8, N8, J8 roles at MAJCOM, COCOM, HQ AF, or USSTRATCOM J8. Responsibilities encompass data collection, tool usage, report generation, COI participation, strategic assessment advocacy, and fostering inter-agency relationships. The role requires aligning findings with ongoing assessments and effectively communicating results across organizational levels.
Duties and Responsibilities:
- Identify and collect relevant and timely data, deviations, and waivers from operational HQ elements.
- Maintain and utilize various database, analytical, and visualization tools to support assessment execution.
- Produce reports and briefings to align findings with other ongoing assessment/ analysis efforts and/or disseminate assessment results.
- Participate in and assist with development and management of assessment Communities of Interest.
- Participate and articulate J7 position and equities in various Assessment Cell COIs and HQ B2C2WGs.
- Attend Command Operational Planning Teams, working groups, and other forums to facilitate team awareness of Command positions, operations, and activities.
- Provide critical review of documents and develop other assessments, as required to respond to internal and external tasking.
- Support Command Assessment staff during Command Exercises.
- Provide analysis, perspective, and assessments in support of USSTRACTOM's efforts to meet Joint Staff and OSD Strategic Assessment requirements.
- Perform and document assessment work requiring substantive knowledge of plans, operations, missions, policies, and objectives.
- Perform document reviews to identify items of strategic assessment interest and update document repositories/databases as appropriate to facilitate strategic assessment development.
- Develop information papers, reports, and briefings in support of strategic, mission area and focused assessments, ensuring findings align with other ongoing assessment/analysis efforts and adjudicating conflicts that arise.
- Effectively build relationships across the Command and with counterparts at geographic and functional Combatant Commands, Services, other mission partners and government agencies to support information gathering and coordination for strategic assessment efforts.
- Support development and identification of objectives, effects, tasks, measures of effectiveness (MOE), measures of effectiveness indicators (MOE-I), measures of performance (MOP) and measures of performance indicators (MOP-I), and other associated metrics that may be required.
- Produce reports, participate in briefings, and disseminate results at the action officer, O-6, and GO/FO/SES levels.
- Align findings with other ongoing assessment/analysis efforts.
Education and Experience Required:
Capabilities Development SME must have at least 7 years' experience analyzing capability portfolios across the USSTRATCOM mission set. Experience with existing military service data structures and analytic tools across Joint Staff, CAPE, and other DoD agencies is desirable. Experience with acquisition strategies, acquisition program baselines, analyses, and risk reduction plans are desirable.
