The Challenge
We’re looking for an experienced Engineering Specialist to join our Winston-Salem Construction 1 team.

In this role, you will:

Provide administrative and technical guidance to the Winston-Salem Construction 1 unit.

Work with our Resident Engineer and Assistant Resident Engineer in decision-making for complex construction issues.

Serve as our as lead inspector conducting independent complex inspections and while supervising junior inspectors.

Conduct regular reviews with staff on construction operations status to assure compliance with contract agreements, standards, and specifications.

Provide interpretation of policies, plans, specifications, and contracts.

Respond to citizens regarding construction activities and communicate with contractors, utility companies, superiors, peers, and subordinates.

Promote the NCDOT Workplace Safety Program.

Direct scheduling of training operations to ensure compliance with all safety standards, guidelines, procedures, and policies.

Promote the concepts and techniques of risk assessment.

Manage implementation of the NCDOT safety program relating to unsafe safety behaviors.

Administer implementation of employees’ discipline, grievance, counseling, coaching, and other personnel policies.  This includes personal involvement in any matters that could not be resolved at a lower level, and the interpretation, explanation and enforcement of policies and procedures.

Administer NCDOT’s Performance Management Program uniformly within the units to maximize knowledge, skills, and abilities of each employee.

Maintain a commitment of each unit to manage and appraise employee performance consistent with State Personnel policies.

Administer NCDOT’s training program to ensure the professional development of each subordinate.

Assist in the professional growth of staff by reviewing and preparing development plans.

Train and instruct other technicians, including reviewing work for accuracy and completeness.

Directly supervise and provide technical and administrative assistance to all staff.

Provide policy interpretation on critical matters affecting construction projects.

Provide technical assistance on construction projects to utilize resources efficiently.

What You Bring

Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.

Customer service experience related to solving problems involving explaining complicated engineering concepts to customer groups.

Experience applying engineering concepts to solve complex problems.

Demonstrated ability to read, interpret and explain construction plans, contract provisions, specifications and inspection procedures, and related documents/communications.

Computer skills in Microsoft Office, especially Word, Excel, and Outlook.

Thorough working knowledge of math functions.

Experience working in a team environment to complete assignments.

Ability to establish and maintain positive communication between other technicians, engineers, contractors, and the public.

Communications skills to effectively communicate in a clear, concise, organized, and persuasive manner, verbally and in writing.

Ability to make independent decisions using sound engineering judgement.

Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.

Fitness to perform moderate physical activity including walking, climbing, balancing, kneeling, and standing.

Strength to lift 50 pounds.

Computer experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint is highly preferred.

Ability to work nights and/or weekends as required by project workload/staffing with fluctuating hours.

You may be required to work at night and on weekends.

Education & Experience
Associate’s degree in Engineering Technology, Survey Technology, or a related field, and
7+ years of progressive technician experience; or
An equivalent combination of education and experience.
