Job description
The Clinical Services Manager is a high-level role responsible for overseeing Homeless Solutions' Behavioral Health Division, including the development and implementation of the agency's first IOP/OP treatment program for those recovering from substance use disorders. This is an exciting opportunity to play a key role in the startup phase of a vital community resource and expansion of our continuum of services for homeless individuals and their families. The ideal candidate will bring a wealth of clinical expertise, leadership skills, and a passion for making a positive impact in the lives of vulnerable people.
This full time, exempt position is onsite at our 540 West Hanover Ave, Morristown NJ residential shelter, offering flexible scheduling with opportunity for 1 day per week of remote work, based on management discretion, and reporting to the Director of Programs & Services.

Responsibilities include:
- Oversee all aspects of HSI's Behavioral Health Division , including cultivating relationships with external community partners and volunteers, supervising the use of the shelter's "Wellness Wing" as it relates to therapeutic programming, and ensuring appropriate levels of crisis prevention planning.
- Design, develop, and oversee evidence-based processes to evaluate, treat, and connect clients to external services.
- Provide appropriate levels of direct service to clients across divisions presenting with Behavioral Health concerns using interventions that best meet the client's needs and facilitate the best outcomes.
- Recruit, train and supervise staff and/or interns working within the Behavioral Health Division.
- Lead the development and implementation of HSI's IOP/OP Substance Use Disorder (SUD) Treatment Program, including development of policies and procedures related to center operations and ensuring compliance with all current legal and regulatory standards.
- Ensure sound financial management and long-term fiscal sustainability of all agency Behavioral Health Programs , including management of processes related to Medicaid billing/reimbursement and grant related funding.
- Maintain thorough records and robust data related to agency's Behavioral Health Programs and those seeking services, and monitor program outcomes.
Qualifications - Master's degree in counseling, social work, psychology or a related field required
- Current and valid clinical license (ie LPC, LCSW, LMFT or equivalent)
- Minimum of 5 years experience providing behavioral health services required
- Minimum 2 years supervisory experience required
- CADC/LCADC preferred
- Previous demonstrated project start-up/management experience
- Knowledge of local, state and federal regulations related to SUD treatment and IOP/OP programs
- Strong interpersonal, communication and organizational skills
- Valid New Jersey drivers license and clear driving record required.
- Ability to attend occasional offsite and off hour meetings as required by the duties of this role.
