Purpose: Responsible for developing, improving, and monitoring the procurement process for goods and services needed by the library district and gathering data for the overall purchasing program.  This role will require close collaboration with internal stakeholders, vendors, and suppliers to ensure that procurement activities are completed accurately, efficiently, and in a timely manner. This position will also provide guidance to purchasers throughout the district and ensure that all procurement activities comply with organizational policies and regulations.

Essential Duties and Responsibilities:

30% PURCHASING AND CONTRACTS DUTIES - Process purchase orders and ensure that all documentation is complete and accurate.  Negotiate pricing and terms with suppliers and vendors to ensure the best value for district-wide contracts. Manage supplier relationships to ensure quality, delivery, and compliance with contract terms. Responsible for making purchases for the finance and information technology departments. Make district-wide purchases as needed. Responsible for answering Colorado Open Records Act (CORA) requests related to purchases.  

30% DISTRICT-WIDE PURCHASING AND CONTRACT SUPPORT - Assist purchasers in creating purchase orders, obtaining quotes, and negotiating pricing with suppliers and vendors. Assist purchasers in resolving issues and discrepancies with suppliers and vendors. Assist purchasers in terminating contracts as needed. Conduct research on potential suppliers and vendors and make recommendations to purchasers, budgeters, managers, directors, and project managers. Provide training and guidance to district purchasers. Assist with other procurement-related activities as needed.  Research and train on available purchasing technologies, purchasing groups, cooperative purchase program, and state purchase program.  Provide back-up purchasing to other departments as needed.  

20% PURCHASING PROCESS - Maintain and update purchasing records, including vendor information, RFP/RFQ documents, contracts, preferred vendors, unallowable vendors, purchase orders, and other purchasing documents. Assist in developing, auditing, and maintaining the entire procurement process including the contracts process.  Assist with developing and maintaining purchasing policies and procedures to ensure compliance with organizational and regulatory requirements.

20% PURCHASING PROGRAM - Assist in developing and implementing procurement strategies to meet organizational goals and objectives. Monitor procurement performance metrics and assist in implementing continuous improvement initiatives.  Administration of the district’s purchasing card program. Program Administrator for other purchasing programs, such as Office Depot and Amazon.  

Performs other related duties as assigned and requested.
