We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike.  Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

HJF is seeking a Terrestrial Archaeologist, Partner Development to serve as an analyst and adviser to management on the evaluation of the effectiveness of programs and operations. Proposes solutions to improve the productivity and efficiency of the program or department. The Partner Development Terrestrial Archaeologist will shape, execute, and improve professional and programmatic actions pertaining to DPAA’s partnership development-related activities.

This position will be in support of the Defense POW/MIA Accounting Agency, Partnerships and Innovations Directorate (DPAA PI). The DPAA is the US Department of Defense Agency responsible for the recovery and identification of fallen US service members from WWII to the gulf war. Its mission is to provide the fullest possible accounting of missing personnel to their families and the nation. To accomplish this, the DPAA sends out organic and partner investigation and recovery missions worldwide, and recovered material is analyzed in the state-of-the-art DPAA laboratory. DPAA expands its recovery and identification capacity and capabilities through various innovation initiatives, and partners with research and academic institutes to address research requirements.

• Attend to myriad partner development requirements, focused primarily on sustaining and advancing terrestrial archaeology activities and capabilities.
• Assist with the planning and implementation of field activity-related partnerships to contribute to DPAA’s mission.
• Coordinate partner-related field activity efforts and events including, on occasion, high-level individuals or sensitive situations. 
• Occasionally travel for partnership development, mentoring, and/or assistance, or other activities as required by DPAA.
• Comply with all DPAA requirements for reporting and coordinating and all plans and results through all appropriate channels. Protect organization’s value by keeping information confidential.

Education and Experience

• Bachelor's Degree in Archaeology, Anthropology, or related field is required. Master’s Degree preferred. 
• 10+ years experience required.

Required Knowledge, Skills and Abilities

• Comprehensive knowledge of mission planning, execution, oversight, and logistical support.
• Comprehensive knowledge of the theories and practical applications of archaeology.
• Experience building strong professional networks and partnerships.
• Formulating project or project budgets for archaeology fieldwork.
• Authoring memoranda of understanding, memoranda of agreement, cooperative agreements, scopes of work, or performance work statements.
• Familiarity with federal regulations concerning cooperative agreements, grants, and/or contracts.
• Experience supporting and anticipating client needs and demonstrating problem-solving skills.

Physical Capabilities

• Lifting: Requires lifting materials up to 10 lbs
• Ability to stand or sit at a computer for prolonged periods.
• Must be capable of working in stressful situations with short deadlines.

Work Environment

• This position will take place primarily in an office setting.
