The State of New Hampshire, Department of Health and Human Services, Bureau of Health Facilities Licensing & Certification has a full time vacancy for Nurse Surveyor/Generalist.

SUMMARY:

To evaluate the care and treatment provided to a variety of patient groups in various health care settings, with responsibility to perform specialized nursing assessments individually or as a team leader of a multidisciplinary team, for the purpose of determining compliance with state licensure requirements and federal Medicare/Medicaid certification standards.

RESPONSIBILITIES:

Combines the analysis of medical or nursing records with direct observation to evaluate the care received by patients or residents in various health care settings with complex nursing and restorative needs including intravenous feeding/medications, suctioning, tracheotomy care, ventilator/respirator, infections, surgical wound treatment, and pressure ulcers in order to determine if the quality of care meets state and federal standards for patient health and safety.

Analyzes the effectiveness of treatment regimens and communicates complex clinical information to an interdisciplinary survey team for use in determining compliance with state and federal health care requirements.

Ensures provider compliance with medication administration standards by the review of medication logs, the analysis of quality assurance reports, and by direct observation of the medication administration process.

Analyzes and interprets medical records and nursing notes to ensure that patient care plans are accurate and up to date.

Determines if a provider is employing appropriate environmental infection control strategies and engineering controls in order to prevent the spread of illness in nursing homes and health care facilities.

Reviews, monitors, and then approves or disapproves the nursing component of corrective action plans, or develops the nursing component of a directed corrective action plan when the provider is unwilling or unable to develop a corrective action plan.

Prepares deficiency reports based on inspection and the review of records for health care providers, residential care facilities, nursing homes, or community residences based on collected evidence using established principles of documentation for legal proceedings.

Represents the Department or the Centers for Medicare Medicaid Services at administrative hearings and court cases, and testifies regarding the interpretation of federal and state regulations to support licensure or certification decisions.

Utilizes current department electronic data management and communication systems including but not limited to: LNotes, MS Office, Automated Surveying Processing Environment (ASPEN), and laptop computers

Performs the role of team coordinator when assigned (This assignment will not be required until the employee has successfully passed the Surveyor Minimum Qualifications Test)

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university with major study in nursing or a related human services field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years' experience as a Registered Nurse practicing in long term care, assisted living, or in a health care setting or experience practicing in their field of expertise in for example, but not limited to Rehab Therapies, Pharmacy, Dietary, Social Work or Nursing Home Administration in long term care, assisted living, or in an acute care setting. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:

Must possess a current license as a Registered Nurse issued by the New Hampshire Board of Nursing Education, or proof of registration in a state other than New Hampshire and a temporary permit issued by the New Hampshire Board of Nursing Education at the time of employment pending issuance of a license as a Registered Nurse.

OR

Must possess a current license/certification or registration if applicable, issued by the State of New Hampshire in for example but not limited to Rehab Therapies, Pharmacy, Dietary or Nursing Home Administration, or proof of license/certification or registration in a state other than New Hampshire issued by the applicable New Hampshire licensing Board.in the applicable discipline and a temporary permit

Must possess a N.H. driver’s license and liability insurance coverage as required by state law.

Must be able to satisfactorily complete or meet additional training criteria relevant to the assigned program area; such as but not limited to:

CMS Basic Life Safety Code Course

Centers for Medicare and Medicaid Services (CMS), Surveyor Minimum Qualifications Test (SQTM)

SPECIAL REQUIREMENTS: Must be willing and able to travel in and out-of-state, including overnight stays, and attend out-of state training sessions as assigned.

RECOMMENDED WORK TRAITS: Knowledge of federal and state laws, and rules governing federal, and state programs. Knowledge of administrative methods and procedures. Knowledge of the functions provided by health facilities, hospitals, laboratories and related health service providers. Skill in appraising standards, techniques and procedures regarding health care and residential facilities and services provided. Ability to work with hospital and nursing home administrators, physicians and others regarding state and federal standards and certification. Ability to work effectively with federal, state and local governmental authorities to bring about a coordinated program to reach stated objectives. Ability to communicate effectively in oral or written form. Ability to establish and maintain effective working relationships with employees, health services personnel and the general public. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
