Job description

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a Waiver Coordinator to perform technical and business functions associated with Home and Community-Based Services (HCBS) waivers in order to ensure compliance with applicable rules. Provide technical support to Support Administrators and SA Supervisors in all areas of the DoDD reimbursement system and the DoDD applications portal. The nature of work will include, but is not limited to the following:

• Manage the accurate completion of HCBS authorizations in the DoDD MSS Cost Projection Tool (CPT) submitted by Cuyahoga DD Support Administrators. Provide training and technical assistance to Support Administrator and SA Supervisors regarding completion of the Cost Projection Tool and other documents necessary to maintain HCBS enrollment. 
• Preview SA authorizations to ensure the appropriate submission of documents associated with HCBS waivers and local Non-Medicaid funding. Notify and work with Support Administration to resolve problems related to the preview and submission of required HCBS documents and cost projections.
• Manage the authorization of expenditures for HCBS Waivers and local Non-Medicaid funds to ensure fiscal responsibility in DoDD’s Cost Projection Tool, Monthly Rate Calculator and the payment authorization system.
• Assist in the remediation of provider and billing issues Communicate with HCBS providers and DoDD staff in order to resolve PAWS and other associated issues.
• Establish effective relationships and communication with internal customers, DoDD representatives and Primary Solutions staff regarding the Medicaid Services System (MSS), Cost Projection and PAWS-related issues.
• Collaborate with Support Administration and other CMS department staff regarding practice; development, implementation and training of standardized approaches to waiver and non-waiver cost projection tools and provide technical support to the Support Administration staff.
• Prepare and analyze service utilization reports as requested by Community and Medicaid department staff.
• Participate in the Medicaid Administrative Claiming (MAC) program in accordance with DODD rules and regulations and guidance from Cuyahoga DD MAC Coordinator.
• Assist in maintaining accurate data in Cuyahoga DD software packages and with primary data sources, such as DoDD’s Medicaid Service System.

UNUSUAL WORKING CONDITIONS : Flexible Work schedule; some evening and weekend meetings. Occasional travel in county and out of county.

** Salary : The salary listed in the header is the base salary for employees in Pay Schedule D. The actual starting salary is negotiable based on the breadth and depth of the knowledge, skills, and experiences as well as qualifications brought by the candidate. It is the Cuyahoga DD’s intent to pay each employee a salary that is reasonable and competitive based on the market rate for the position, while also considering internal equity and the budgetary constraints.

• Bachelor’s degree.
• Successful experience working with the HCBS waiver program.
• Valid State of Ohio driver’s license and continued maintenance of an excellent driving record.
