Job Summary: Sanford Federal, Inc. is seeking a highly qualified and experienced Human Resources
Manager to lead and oversee our HR department. The HR Manager will play a critical role in ensuring our
company's adherence to all Federal and local labor regulations across the country, specifically focusing
on the Service Contracts and Davis Bacons Acts. Additionally, the HR manager will be tasked with
managing a large bi-weekly payroll.


Responsibili�es:


• Service Contracts Act Compliance: Serve as the subject mater expert on the Service Contracts Act
(SCA) and other relevant labor laws applicable to our federal contracts. Develop and implement
HR policies, procedures, and practices that align with SCA requirements, ensuring the company's
compliance at all times.


• Labor Regulation Compliance: Stay current with federal, state, and local labor regulations and
ensure company-wide compliance. Collaborate with legal counsel to interpret and implement
changes in labor laws that impact our federal contracting operations.


• Payroll Management: Oversee a large bi-weekly payroll process for employees engaged in federal
contracts, ensuring accuracy, timeliness, and adherence to relevant labor laws and contractual
obligations.


• Employee Relations: Foster positive employee relations and act as a trusted resource for
employees and management regarding HR-related maters, including grievances, disciplinary
actions, and conflict resolution.


• Talent Acquisition and Retention: Collaborate with operations managers to recruit and onboard
qualified personnel for federal contracts, ensuring adherence to equal employment opportunity
(EEO) and affirmative action guidelines.


• Training and Development: Identify training needs and coordinate training programs to enhance
skills and knowledge for HR and Operations departments, while ensuring compliance with
mandatory training requirements.


• Employee Benefits and Compensation: Oversee the administration of employee benefits and
compensation programs, ensuring compliance with federal regulations and contractual
requirements.


• HR Metrics and Reporting: Develop and maintain HR metrics to monitor key performance
indicators and report on HR-related trends and insights to senior management.


• HR Policy and Procedure Development: Regularly review and update HR policies and procedures
to align with changing labor regulations and best practices, ensuring clarity and consistency
throughout the organization.


Requirements:


• Comprehensive understanding of federal, state, and local labor regulations, with the ability to
apply this knowledge to ensure compliance across various jurisdictions.


• Strong proficiency in payroll management payroll processes, including familiarity with relevant
payroll systems and softiware.


• Excellent knowledge of HR best practices, talent acquisition, performance management,
employee relations, and compensation and benefits administration.


• Demonstrated ability to handle sensitive employee issues with confidentiality, professionalism,
and fairness.


• Strong analytical and problem-solving skills, with the ability to identify HR-related risks and
implement effective solutions.


• Excellent communication and interpersonal skills to build positive relationships with employees,
management, and external stakeholders.


• Detail-oriented, organized, and capable of managing multiple priorities effectively in a fast-paced
environment.


• Bachelor's degree in human resources, Business Administration, or a related field. Relevant
certifications (e.g., SHRM-CP, PHR) are advantageous.


• Prior experience working in HR within federal contracting environments is highly desirable.
